ASSISTANT DIRECTOR OF ASSET & DATA MANAGEMENT

The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with a combined budget of more than $3.4 billion and public housing and Section 8 programs that provide housing to over 600,000 New Yorkers. NYCHA’s Office of Maximo and Asset Management (OMAM) seeks a motivated professional to serve as Assistant Director of Asset and Data Management. Position Summary Reporting to the Director, this role will collaborate with department leadership and make recommendations on proactive strategies, goal setting, operational planning, and performance monitoring, as well as provide program management and support for the various initiatives of the department. The successful candidate will, in concert with the Director, drive efforts to streamline the department’s project portfolio and delivery, partner with business department/unit leads that leverage asset management data systems, coordinate/follow-up on requests, and act as a primary representative to engage with and respond to the needs of Executive leadership. Responsibilities of the Assistant Director will include, but are not limited to the following: Support the Senior Director and Director in collaborating and coordinating with NYCHA’s Information Technology (IT) Department and various operational business units to analyze and review all Maximo-based asset and location data, owner groups, custodian records, labor records, and system-generated reports. Identify and analyze trends to bring potential issues, gaps or other problems to light and propose possible resolutions to issues and challenges to the Senior Director and leadership team. Lead efforts to collect all available data on known assets and locations to fill in the gaps in NYCHA’s Asset Management System (Maximo) and improve departments’ abilities to monitor, maintain, repair, and operationalize them to ensure successful mission delivery. Collaborate with IT in reviewing existing processes/templates for collecting related information, as well as the prioritization of departmental demands and system enhancement requests and proposing possible resolutions and implementing as required. Perform data analytics (to include data cleaning and preparation; leveraging tools and techniques to identify patterns, relationships, and trends; creating visual representations of data findings through charts, graphs, and dashboards; and preparing reports and presentations to communicate outcomes of the analyses) to guide operational strategies and improve outcomes. Respond to information requests when directed, assign requests to the appropriate business unit for action, and track follow-ups to completion. Research issues, prepare briefings, participate in working groups, committees, and special projects. Foster and maintain relationships with internal stakeholders, particularly with Property Management, Healthy Homes, Operations Support Services, and Technical Services, and other relevant points of contact and providing follow-up where needed. Represent the OMAM Department where necessary in committees and subcommittees involved in special initiatives or projects, where necessary. Provide backup to the Senior Director/Director for management and escalation issues when designated. Minimum Qualifications A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above. Preferred Skills Master’s Degree in Public Administration, Business Administration, Computer Science, or an equivalent field. 2. Experience working in an analytics role with responsibilities that include data cleaning, preparation, analysis, visualization, and reporting. 3. A minimum of eight years of hands- on project management and relationship management. 4. Experience leading cross-functional performance analysis, measurement, and reporting. 5. Ability to work on multiple projects simultaneously and manage internal and external stakeholders’ expectations. 6. Capacity to thrive in relationships and lead teams through periods of change or strategic transformation. 7. Demonstrated leadership skills and result-oriented approach. 8. Proficiency using Microsoft Office Suite, Maximo/MAS, iWM, Siebel, and Smartsheet. 9. Excellent verbal and written communication skills. 10.
