Smoke Free Workplace Compliance Public Health Consultant (PN 20013613)

What You'll Do Provide statewide consultation and support for Tobacco 21 Compliance Checks (TU21) and Smoke-Free Workplace (SFWP) enforcement. Monitor public health data, identify community health issues, and support health education and promotion activities. Assist with planning, assessment, and implementation of tobacco control strategies. Deliver training, technical assistance, and program guidance to local health departments and partners. Review and process SFWP exemptions, complaints, and investigations; ensure compliance with laws and regulations. Serve as liaison to local, state, and federal partners and provide direction to investigators and contractors. Develop and maintain program documents, policies, and procedures. Support contract management, performance monitoring, and development of reports and program materials. Track health objectives and prepare reports to support evaluation and program improvement. Coordinate health promotion activities and build partnerships with communities and health organizations. Provide technical assistance and training related to SFWP and TU21 requirements. Participate in committees, special projects, and development of recommendations for laws and public health guidance. Assist with grant development, reviews, monitoring, budgeting, and contract management. Analyze program data to identify trends and recommend improvements. Prepare presentations, respond to inquiries, draft documents, and compile data for decision-making. Provide work direction to staff, serve as backup for investigations, and maintain web content for program areas. Position Qualifications Option 1: 6 months of experience in providing direct service and/or consultation in a public health, community health, hospital, and/or clinic setting (e.g., program evaluations, working with grants, developing and presenting training programs, facilitating, and collaborating with coalitions or groups). Completion of graduate core coursework in public health, health care, health administration, or related field. Must be able to provide own transportation. Option 2: 18 months of experience in providing direct service and/or consultation in a public health, community health, hospital, and/or clinic setting (e.g., program evaluations, working with grants, developing and presenting training programs, facilitating, and collaborating with coalitions or groups). Completion of undergraduate core coursework in public health, health care, health administration, or related field. Must be able to provide own transportation. Additional Qualifications: Equivalent of Minimum Class Qualifications for Employment noted above. Additional Criteria Qualifications of those who meet the minimum qualifications will be further evaluated against the following criteria: Graduate degree in public health, environmental health, or health education. Experience in providing technical assistance and guidance to stakeholders. Experience developing and conducting trainings and public presentations. Experience reviewing and responding to complaints and inquiries from stakeholders (e.g., health care professionals, program participants, government officials, and the public). Experience in tobacco/nicotine risk factors, health education, prevention, control, and compliance. Experience in managing a complaint response program and conducting follow‑up investigations. Experience in monitoring and administering grants and/or contracts. Experience evaluating tobacco control and compliance initiatives. Experience collaborating with committees or coalitions to reduce nicotine/tobacco use and/or secondhand smoke. Experience collecting and analyzing data to generate reports and recommendations for improvement. Experience in public health program evaluation and quality improvement.
