Description POSITION SUMMARY: Supports the planning, design, delivery, and oversight of infrastructure and capital improvement projects in South Bend, with a primary focus on the water and wastewater portfolio. The position works under the general supervision of the Director of Engineering Services and performs complex engineering work related to water, stormwater, wastewater infrastructure and associated public infrastructure improvements. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Serve as a project manager for assigned capital projects and programs.
- Assists in selection of qualified consultants for projects; prepares and issues Requests for Proposals (RFPs); administers consultant contracts.
- Review the work of consultants for the planning, design, and construction of city water, wastewater, stormwater, and related municipal utility infrastructure projects.
- Review plans and specifications for private development projects.
- Design and/or manage staff and consultants in the design of water treatment and distribution, wastewater collection, sewer, and stormwater facilities, including rehabilitation, replacement, and capacity improvements.
- Participate in utility master planning and review infrastructure designs for proposed subdivisions, utility extensions, and municipal water and wastewater system improvements within and adjacent to the city.
- Works with other City departments and external agencies to coordinate municipal engineering projects.
- Support system evaluations, utility investigations, and technical studies related to infrastructure needs, performance, and future improvements.
- Assist in the preparation of operating and capital budgets for infrastructure needs and help ensure that assigned projects meet established scope, schedule, and budget goals.
- Provide information to the general public, respond to and resolve customer inquiries and complaints.
- Perform other duties and assume other responsibilities as apparent or as assigned.
- Knowledge of principles and practices of civil, environmental, and municipal utility engineering.
- Knowledge of the principles and practices of water treatment and distribution, wastewater collection, sewer system design, stormwater infrastructure, and project and construction management.
- Ability to learn to develop, review, and modify civil engineering plans, designs, and specifications.
- Ability to learn pertinent Federal, State, and local laws, codes, and regulations including civil engineering laws and regulations and monitor for strict adherence to all restrictions and safety regulations.
- Ability to prepare and maintain technical civil engineering records, develop appropriate recommendations, and prepare reports.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to deal effectively with subordinates, contractors, and the public.
- Ability to interpret and clearly explain engineering reports, utility studies, and construction specifications for infrastructure projects.
- Ability to conduct engineering surveys and draft using computer-aided drafting software.
- Ability to establish and maintain cooperative working relationships.
- Ability to make sound judgments and use good discernment skills.
- Any combination equivalent to an ABET-accredited college degree in civil or environmental engineering and/or four years of experience in municipal utility infrastructure design or construction with experience in water and wastewater projects preferred.
- A working knowledge of public works and municipal construction practices, materials, and applicable standards.
- Ability to inspect construction work for adherence to codes and specifications; ability to deal effectively with contractors and the public; knowledge of personal computers and related software in a networked environment.
- Valid Driver's License and acceptable driving record.
- Engineering Intern status is required.
- Registration as a Professional Engineer in Indiana, or the ability to become registered by comity within 6 months of employment is required.
