Manager, Change and Resource Management – Organizational Change Management (OCM) Specialist Posting Deadline: This position is posted until filled. Salary Grade: G04 Salary Range: $110,004 - $148,506 - $187,007 Summary This position plays a key role in ensuring technology projects (change initiatives) meet objectives on time and on budget by increasing employee adoption and usage. This position will focus on the people side of change including various changes to processes, systems and technology, job roles and organization structure. In addition, it would be responsible for capturing resource and skills demand and working with resource suppliers to build and effectively leverage a flexible managed application delivery services resource pool sized and skilled to meet projected demand. Essential Duties And Responsibilities Creates and implements change management strategies and plans that maximize employee adoption and usage of IT systems and business processes while minimizing resistance, while utilizing a structured change management methodology. Works with project managers on projects to drive faster adoption, higher ultimate utilization and greater proficiency of the changes that impact employees in the organization to increase benefit realization, value creation, ROI and the achievement of results and outcomes. Supports project teams in integrating change management activities into their project plans and with communication efforts. Effectively and efficiently communicates change impact assessment and plan to business and IT stakeholders; acts as a coach for leaders in helping them fulfill the role of change sponsor. Provides direct support and coaching to front‑line managers and supervisors as they help their direct reports through transitions. Supports training efforts through working with stakeholders on training needs by role and developing training documentation, job aids and user guides. Works with Delivery Directors and Managers to identify external resource needs by skill set, identifying longer term steady state demand and rolling short (45 day) to mid-term (180 day) variable demand to respond to fluctuations in project demand. Works with the PMO and Managed Delivery Service providers to obtain a cost-effective fixed core resource pool to meet longer term steady state demand and a dynamic and flexible resource pool to meet short to mid-term fluctuations in demand. Balances external resource allocations across a portfolio of projects and/or operational activities. Reviews financial and resource metrics, escalates exceptions as required and provides ongoing financial and resource demand, allocation and utilization management reporting. Reviews and manages the workforce outsourcing strategy as appropriate, creating plans and processes to manage resource allocations and vendor relationships. Competencies Strong change agent with the ability to operate in a transforming environment and culture, and to create change, advance ideas, and be comfortable with ambiguity. Working knowledge and expertise of change management frameworks and methodologies. Working knowledge of project management principles. Working knowledge of resource planning frameworks and practices. Ability to interact and develop consensus positions with a wide range of internal and external personnel to establish and accomplish objectives. Proven success managing business change and high performing teams within challenging environments. Strong facilitation, communication and problem‑solving skills. Ability to design measurements and employ tools to analyze the effectiveness of communications and change management efforts. Qualifications Bachelor’s degree from a four‑year college or university, preferably in Management Information Systems or Organizational Change Management with minimum five years of related experience in change/transition management, resource planning. Preferred certification in Change Management. Supervisory Responsibilities Supervises and trains assigned staff including organizing, prioritizing, and scheduling work assignments. Responsible for employee development and performance management skills. Communication Skills Ability to influence, persuade, and build consensus and momentum towards a viewpoint or approach. Ability to effectively listen, observe, and respond effectively to the most sensitive inquiries or complaints. Analysis And Problem‑solving Ability Ability to read, analyze, and interpret business periodicals, professional journals, financial reports and legal documents. Ability as an analytical and critical thinker with attention to detail who regularly seeks innovative solutions to complex business/technical issues. Physical Demands While performing the duties of this job, the employee is regularly required to sit 2/3 of the time and talk and listen for long periods of time. The employee must occasionally lift and/or move up to 10 pounds. Work Environment Office environment. Travel ~10% of time.
