ERS is seeking a Business Analyst to perform highly complex to advanced (senior-level) analysis work. Work involves coordinating the gathering, development, and documentation of user requirements, and the review, assessment, and development of business processes. Provides consulting support to assigned areas of the organization for business-IT strategy development, solution discovery, service management, risk management, and relationship management. Communicates decisions, priorities, and relevant project information to appropriate levels of staff regarding service requests, projects, and initiatives. Promotes the value, services, and capabilities of the Information Systems division to the organization. Act as an advocate on behalf of business stakeholders to ensure IT services meet their business priorities and needs. Works under limited to minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to :

· Leads and coordinates process change requests; and manage a project’s scope, acceptance, installation, and deployment.

· Identify opportunities for improving business processes to be more efficient or effective and assist in the business case vetting and preparation of proposals for information management efforts.

· Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.

· Coordinate and/or analyze user requirements, procedures, and problems to automate or improve existing systems; and coordinate and/or analyze computer system capabilities, workflow, and scheduling limitations.

· Coordinate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation.

· Coordinate with outside vendors and contractors to complete projects and service requests; and defines, may assign, and evaluate their work.

· Focus on business value to develop ideas, including awareness of industry trends, risk assessments, business continuity, and business capability requirements.

· Identify potential project risks and difficulties, and designs strategies to mitigate or avoid them.

· Review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.

· Process change requests; and manage a project’s scope, acceptance, installation, and deployment.

· Partners with business leadership plan new joint initiatives, evaluate proposals, and determine how they fit into business capability roadmaps and priorities.

· Partner with the project/program/portfolio management organization (PMO) to ensure a healthy and well-managed initiative portfolio.

· Correlate business value and priorities to planning activities and goal-setting.

· Develop training curriculum and conduct formal system training sessions.

· Perform other duties as assigned.

· Attend work regularly in accordance with agency leave and attendance policies.

· Complies with all applicable agency policies and procedures, including safety and standards of conduct.  

IT Business Analyst IV performs all essential functions of the IT Business Analyst III at a higher level of complexity, independence, and responsibility, and in addition:

· Leads high-visibility projects involving coordination across multiple divisions, customers, and stakeholders, ensuring alignment of business needs and implementation outcomes.

· Provides direction on business solutions, requirements interpretation, and prioritization of competing requests to support enterprise goals and delivery timelines.

Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:

1. Graduation from an accredited four-year college or university. Qualifying experience beyond the minimum required may substitute for education.

2. Five (5) to six (6) years (depending on classification level) experience planning, eliciting, analyzing, managing business requirements and/or monitoring throughout the software development life cycle (SDLC).

3. Five (5) to six (6) years (depending on classification level) leading business process reengineering and transformation efforts that deliver efficiency improvements in quality and customer experience.

4. Five (5) to six (6) years (depending on classification level) performing a liaison role between functional and technical teams.

5. Five (5) to six (6) years (depending on classification level) experience leading project teams and/or operational and strategic organizational efforts that included one or more of the following responsibilities: managing change and stakeholder relationships; tracking and communicating performance; ensuring resource availability and allocation; coordinating third parties/vendors; and/or delegating tasks.

To qualify as a BA IV: In addition to meeting BA III experience requirements, an additional

a) Two (2) years of experience independently leading complex, enterprise-level business analysis initiatives.

b) Two (2) years of experience facilitating cross-functional stakeholder collaboration, negotiating business requirements, and resolving competing business priorities.

c) Two (2) years of experience serving as a business relationship manager or business partner for one or more business units, including managing work intake, prioritization, and representing business needs in technology initiatives.

Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:

6. Experience in business systems analysis, system configuration, information security, and internal control frameworks.

7. Experience and experience with reporting databases, database design development, data modeling, mapping, analysis and governance; skilled in SQL.

8. Experience conducting enterprise business analysis such as problem/opportunity analysis, business case and business architecture development, feasibility studies and comprehensive risk assessments supporting value-based decision-making.

9. Experience crafting comprehensive system-level documentation, system implementation standards and training materials for users with varied levels of technical understanding.

10. Degree in business administration or management information systems.

11. Master of Business of Administration (MBA), CCBA, CBAP, CSM, CSPO, PMI-PBA, PMP, ITIL, ICGB, or related.
