Fire Protection Specialist

Summary This position is a Fire Protection Specialist that will serve as the Park Fire Chief, located in Glacier Bay National Park & Preserve, in the Visitor and Resources Protection Division. For more information please contact: Joni Seay, Acting Superintendent, Glacier Bay National Park & Preserve @ View email address on click.appcast.io Major Duties Major Duties: Executes a structural fire program to ensure life safety of park personnel, concessionaire employees, a large ongoing population of public visitors, and physical protection of park facilities, structures, and cultural and natural resources. Audit park structural fire programs, conduct risk assessments on existing park facilities, including historic structures, and provide risk mitigation solutions. Manages the structural fire program for the assigned area. Prepares fire budget requirements for projects, equipment acquisition, travel and training, and service contracts. Prepares reports on fire losses/trends and recommends steps to alleviate unfavorable conditions. Ensures fire suppression, detection, fire alarm systems, model building codes and standards are in accordance with International Code Council (ICC), National Fire Protection Association (NFPA) Standards, and National Park Service (NPS) manuals. Coordinates with Fire Code Officials to review plans and monitor phases of construction throughout the park to ensure that on-site inspection of new construction and alteration/maintenance projects are conducted for compliance. Assumes command of firefighting and emergency activities while on duty. Directs emergency services equipment and personnel to respond to all type of emergencies. Determines protection requirements and schedules subordinates/equipment for standby and special responses or public Physical Demands: Most work is accomplished in an office setting, such as sitting for long periods, requiring intense concentration, attention to detail, and short deadlines. Presenting and instructing others or participating in large and small groups, task forces, committees, training sessions or workshops. Fire inspections or program reviews may entail hiking or climbing. The incumbent is expected to maintain incident qualifications, they may undergo periods of high intensity arduous work in an outdoor and often hazardous setting. The incumbent is expected to maintain a fitness level and meet the NFPA medical standard appropriate to the incident qualifications requirement for positions certified. All Risk Emergency Incident Management Team assignments and other field assignments may require an extensive amount of walking, bending, and climbing, and subject the incumbent to hazardous environmental conditions. The incumbent is required to operate large structural firefighting apparatus as well as drive and operate light duty command vehicles while responding emergencies as well as normal operations in non-emergency events. Working Conditions: Much of the work is performed in an office setting; however, the incumbent is expected to be able to teach components of any one of the NPS training classes. As an instructor for fire suppression classes the incumbent is exposed to hazardous conditions inherent with fire suppression classes which includes instruction to students inside a structure under live fire conditions. Travel may be required (3-5 days/month) to the Washington office, regional offices, and field areas for meetings, training, on-site inspections, and policy implementation. Education There is no substitution of education for experience at the grade level(s) of this announcement. Requirements U.S. Citizenship required. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may occasionally be required to work evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 1-15 nights per month depending on location. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Required to operate a small watercraft less than 26 feet in length. Operation includes transport of personnel (including visitors), tools, and materials/supplies to job/work sites. Occupancy of government housing quarters is required. Evaluations Resumes must not exceed two single-sided pages and resumes longer than two pages will not be accepted. The minimum font size is 10-point for all body text. In addition to meeting the minimum qualifications requirement(s), this position requires successful completion of the following additional assessment: Subject Matter Expert Review. This assessment will measure the critical competencies listed below that are required to successfully perform in the position. Fire Management Planning and Evaluating Teaching Others Technical Competence Writing In the evaluation process, due weight will be given to job related experience, education, training, incentive awards and performance appraisals. Applicants must have a performance rating of at least the equivalent of fully successful to be eligible for promotion or placement. Applicants may provide a copy of a performance appraisal of record dated within the last 18 months. If the applicant is unable to provide a performance appraisal of record dated within the last 18 months, the applicant may provide a written explanation as to why. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. This position is at the full performance level. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
