Position Summary

The Senior Project Engineer is a key member of the project team responsible for leading the development and execution of a major refinery capital project from detailed design through construction, commissioning, startup, and handover.

The project involves a significant brownfield refinery modernization and reliability improvement initiative, including replacement and modification of major process equipment while maximizing reuse of existing infrastructure. The project is intended to improve the safe and reliable operation of the facility, enhance operational availability, and improve overall process performance.

The Senior Project Engineer will serve as the primary technical interface with the engineering contractor and coordinate across engineering, procurement, construction, operations, maintenance, reliability, process safety, and commissioning teams to ensure successful project execution.

During detailed design, this position will be based in Houston at the engineering contractor's office to provide day-to-day technical direction, facilitate timely decision-making, and maintain close alignment on engineering deliverables. The role will transition to the refinery site during construction and remain site-based through turnaround execution, commissioning, startup, and handover.

The position is responsible for ensuring the project is executed safely and successfully in accordance with approved scope, schedule, budget, quality, operability, and regulatory requirements.
Key Responsibilities
Engineering Contractor Interface

• Serve as the primary technical interface with the engineering contractor throughout detailed design and execution.
• Provide technical direction and ensure compliance with contract requirements, project specifications, engineering standards, and company procedures.
• Lead development and review of technical scope, design basis, project specifications, and engineering standards.
• Coordinate review and approval of engineering deliverables, including drawings, specifications, calculations, models, vendor data, and discipline packages.
• Manage technical deviations, RFIs, change orders, and design issues through timely resolution.
• Monitor contractor performance related to quality, progress, cost, schedule, constructability, and project requirements.
• Maintain a strong day-to-day presence at the engineering contractor's Houston office during detailed design to facilitate coordination and issue resolution.

Multidiscipline Project Coordination

• Coordinate internal and contractor discipline teams, including process, mechanical, piping, civil/structural, electrical, instrumentation and controls, metallurgy, inspection, and process safety.
• Manage interfaces between engineering, procurement, fabrication, construction, operations, maintenance, and other project stakeholders.
• Lead and participate in technical reviews, 3D model reviews, P&ID reviews, HAZOPs, risk assessments, and constructability reviews.
• Engage corporate and site subject matter experts to address technical, safety, reliability, and regulatory issues.
• Identify and resolve engineering and execution interfaces that could impact project scope, schedule, cost, or operability.

Construction and Field Execution

• Transition to the refinery site during construction and provide technical leadership and engineering support throughout field execution.
• Work closely with construction contractors to ensure engineering supports safe, efficient, and constructable field execution.
• Coordinate engineering support for construction, installation, tie-ins, pre-commissioning, and mechanical completion.
• Respond to field technical queries and ensure contractor, vendor, and engineering responses are timely and complete.
• Incorporate field feedback into engineering and coordinate timely resolution of design and constructability issues.
• Provide field leadership during turnaround execution, commissioning, startup, punch-list resolution, and system handover.

Commissioning, Startup, and Refinery Collaboration

• Partner with refinery operations, maintenance, reliability, and technical teams to prepare the project for commissioning and startup.
• Support development of commissioning, turnover, startup readiness, and system handover plans.
• Coordinate project responsibilities for PSSR, MOC, tie-in planning, OSBL interfaces, and turnover documentation.
• Ensure operations and maintenance are appropriately engaged in design reviews, procurement decisions, commissioning planning, and startup preparation.
• Support the safe and efficient transition of completed systems to refinery operations.

Project Controls, Quality, and Governance

• Manage assigned scope in accordance with approved budget and schedule while maintaining focus on safety, quality, operability, and cost.
• Support development and maintenance of project estimates, schedules, scope documents, and execution plans.
• Ensure project documentation, technical data, and equipment records are properly maintained and preserved.
• Ensure compliance with applicable company standards, engineering practices, codes, permits, and regulatory requirements.
• Support project closeout, documentation, and lessons-learned activities.

Required Qualifications

• Bachelor's degree in Engineering from an accredited institution.
• Significant project engineering experience within refining, petrochemical, or related process industries.
• Demonstrated experience supporting multidiscipline capital projects from detailed design through construction, commissioning, startup, and handover.
• Experience working with engineering contractors, EPC/EPCM firms, construction contractors, and refinery/site stakeholders.
• Strong understanding of project execution processes, engineering deliverables, construction execution, commissioning, and startup.
• Strong technical, communication, leadership, coordination, and problem-solving skills.

Preferred Qualifications

• Professional Engineer (PE) license.
• Previous experience as a Lead Engineer, Senior Project Engineer, or owner's representative on major capital projects.
• Experience with refinery unit revamps, brownfield projects, tie-ins, turnaround execution, and startup.
• Experience supporting major refinery reliability or modernization projects.
• Experience working through both engineering office and site execution phases of a major capital project.
• Working knowledge of refinery engineering standards, project management systems, and project execution practices.
