Position Description: Appointment Type: One (1) Permanent Except, full time, (40 hours/week), full year (260 days/year) position. Exempt employees are considered "at will" and serve at the discretion of the appointing officer. This position is grant-funded and is funded on a yearly basis. Hours are flexible and subject to change after appointment dependent upon grant status. This position is NOT a remote position and requires an on-site presence. The 1823-Administrative Analyst for Adult Education, Contract Education and Extension Programs will provide fiscal, administrative, and management support for Contract Education and City Extension programs, including fee-based programs as well as private, local, state, and federal grants, many of which focus on adult education needs. This position will plan, organize, lead, and/or participate in complex, sensitive, and detailed analytic work in the areas of budget, financial/fiscal, economic, legislative, and administrative policy and/or contract administration. Job Duties: Please note the duties specified below are representative of the range of duties assigned to the 1823 Sr. Admin Analyst class code and not intended to be an inclusive list.

1. Analyzes and prepares financial reports for the purpose of interpreting trends in budgets expenditures and revenues and meeting requirements of various funds and internal control monitoring.
2. Conducts complex studies and identifies problems and trends for reports and recommendations for the purpose of analyzing, interpreting and implementing laws, administrative policies and procedures.
3. Develops and maintains various reports (e.g. payroll, metrics, internal controls, audits, parking, transcripts, etc.) for the purpose of assisting management in processing and maintaining payroll regulations and controls.
4. Maintains a variety of documents, files, and records (e.g. administrative related information, required data for regulatory agencies, clearances, etc.) for the purpose of providing accurate information in compliance with established guidelines.
5. Oversees and maintains various account processing and workflow for the purpose of ensuring the accuracy of payroll processing and procedure enhancement.
6. Participates in special projects for the purpose of improving payroll operations.
7. Researches and recommends administrative policies to superiors for the purpose of following the required laws and regulations.
8. Responds to administrative procedures, budget and/or accounting inquiries from a variety of internal and external sources (e.g. students, employees, administrators, etc.) for the purpose of resolving problems, providing information and referral to appropriate personnel, identifying relevant issues, and recommending or implementing plans of improvement.
9. Trains and evaluates staff on system upgrades and daily performance for the purpose of ensuring prompt and efficient solutions to issues involving students and faculty.
10. Performs other special technical and operational projects as assigned (e.g. planning, researching, developing and implementing various phases of administration duties, etc.) for the purpose of ensuring the efficient and effective functioning of administrative services.

Minimum Qualifications: MINIMUM QUALIFICATIONSThese minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions)may apply to a particular position and will be stated on the job ad. Education: Possession of a baccalaureate degree from an accredited college or university AND Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Notes on Qualifying Experience and Education: - One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

• Thirty (30) semester units or forty-five (45) quarter units equal one year.
• College Work Study and Student Lab Aide experience with the District will be considered/applied as qualifying experience per an agreement made between the District and SEIU. This agreement will allow District students to take advantage of employment opportunities.

Desirable Qualifications: 1. Demonstrated knowledge in assessing organizational training needs, and developing educational content based on specifications, program development, and evaluation. 2. Demonstrated knowledge in all phases of the business operations, including cost-neutral self-sustaining programs, controlling and managing operating budgets. 3. Successful experience in personnel management and success in working with higher education administrators, classified staff, department chairs, and faculty or equivalent in another complex organization/industry. 4. Demonstrated ability to successfully communicate complex facts and ideas both in writing and in public speaking. Benefits: 1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year's Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year's Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off. 2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
