Information Security Engineer - Hybrid Telework

Job Description and Duties

Under the general direction of the Information Technology Manager I in the Information Security Office, the Information Technology Specialist II - Senior Security Specialist performs a wide variety of tasks in support of the California Department of State Hospitals (CA-DSH), requiring regular innovative problem-solving within broadly stated and non-specific guidelines The primary duties of the IT Specialist II lie within the Information Security Engineering and System Engineering domains. Elements. Primary responsibilities include supporting the security aspects of the design, development, operation, and defense of IT systems and data, ensuring confidentiality, integrity, and availability while addressing disruptions ranging from natural disasters to malicious acts. Incumbents should also understand the duties required to ensure that all system components comply with federal healthcare regulations, including the Health Insurance Portability and Accountability Act (HIPAA), as well as state requirements such as the Statewide Information Management Manual (SIMM) and the State Administrative Manual (SAM) Section 5300. System components include networks, servers, storage, operating systems, databases, applications, and all applicable hardware and proprietary software.

Working Conditions

• This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.

• The incumbent may also be required to travel up to 10% throughout California as needed, with prior notice.

• The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.

• DSH-Sacramento is located at an 11 floor high rise building.

Statement Of Qualifications

A Statement of Qualifications (SQQ) is required and must be submitted along with your State application. The SOQ consists of questions that must specifically be addressed and submitted with an application. Resumes and cover letters DO NOT take the place of the SOQ. 1. Explain how you evaluate the security posture of a legacy system with limited documentation. What steps would you take to harden it?
2. Describe your experience aligning technical controls to industry-standard frameworks such as NIST 800 53, NIST CSF 2.0, ISO 27001, HIPAA Security Rule, and similar compliance or cybersecurity control frameworks.
3. Explain how you have contributed to risk assessments or security audits. What was your role and what were the improvements made as a result?
