Coordinates television and audiovisual production for the City of Missouri City government access channel (MCTV), website and social media outlets. Reporting relationship: Senior Producer/Communications Manager. Responsibilities Planning, creating, scripting, coordinating, producing, directing, and editing videos. Planning and facilitating studio and field-based video production; coordinating pre-production and production planning activities; interacting with clients; transporting, setting up and operating all video and audio equipment as required. Planning and performing video post-production tasks including reviewing footage, making editorial decisions, audio adjustment, color correction, and final editing; creating and utilizing motion, graphics and special effects for video post-production in accordance with the overall production concepts; compressing video projects in various formats for output. Performing occasional on-camera and voice-over work for City productions; meeting with City staff to assure coverage of pertinent events and activities; assisting in producing and writing promotional spots, packages, and features for City services. Working with City departments upon request to produce educational, training, and safety videos. Performing a variety of technical and creative responsibilities for video production including format design, scriptwriting, editing, preparation of storyboards, lighting, set design, camera operation, and creation of special effects. Utilizing software suite equipment; operating live broadcast equipment for the City Council, work sessions and other live events as required; controlling room operation of cameras and switching equipment; using motion and still graphic software to support studio and field productions; promoting and assisting with maintaining video presence on the City's website and other social media outlets. Performing scheduling duties for automated playback of produced segments and broadcasts. Ensuring all established policies and procedures related to the government access channel are followed; determining what can be submitted to air and who is allowed to use the channel. Maintaining guidelines and forms for graphic and video requests. Providing audio/visual support to staff for internal and external purposes. Preparing and submitting budget requests; recommending equipment purchases and replacements. Attending various City events to capture photo and/or video. Performing other related duties as assigned. Subject to 24-hour recall. Qualifications Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five years of increasingly responsible experience of professional studio and field-based video production, along with scripting and management procedures, practices, methods, techniques, and terminology. Must be proficient in non-linear editing using Adobe Creative Suite. Training Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in media production, communications, television broadcasting, film, journalism, advertising, public relations, or a closely related field. Knowledge of Posting video to social media outlets. Cable television operations and programming. Proper English usage, spelling, grammar, punctuation, and vocabulary. City organization, operations, policies and procedures. Copyright and public information requirements, laws and regulations. Principles and techniques of customer service. Planning and reviewing the work of others. Ability to Operate a variety of TV equipment, including camera and editing systems and related equipment. Manage complex video projects effectively and efficiently. Communicate clearly, concisely, tactfully and effectively, orally and in writing. Give, understand, and carry out a variety of detailed oral and written instructions. Work independently and in a team environment. Exercise sound judgment in evaluating situations and in making decisions. Solve problems within scope of responsibility. Operate a personal computer using applicable software. Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. Establish and maintain effective working relationships with those contacted in course of work including the general public. Work irregular work hours when needed.
