Support Services Specialist

Summary

This position is located in the Support Services Division (SSD) at a VBA Regional Office (RO).

The incumbent performs facilities management, property management, government vehicle management, serves as the primary/alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and/or the Chief, Support Services Division.

Specific duties include:

• Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure.
• Provides property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
• Oversees the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
• Conducts fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues.
• Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required.
• Provide forms and publication services which consists of printing, reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities.
• Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security.
• Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas.
• Coordinates with acquisition personnel in acquiring office supplies and equipment, stores and distributes office supplies and equipment, and conducting inventories.
• Participates in the development and implementation of policies and procedures.
• Participates in the stations safety program by providing input, tracking and implementation of safety related items.

Work Schedule : Full time, Monday - Friday. Hours to be determined by hiring office.

Telework : This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/29/2026.

TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements.

• For a GS-11 position you must have served 52 weeks at the GS-09 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

In order to be found qualified, applicants must meet the OPM Individual Occupational Requirement (IOR) below :

Specialized Experience : One (1) year of specialized experience equivalent to at least the next lower level (GS-09) in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

Examples of qualifying specialized experience include:

• Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
• Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
• Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
• Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
• Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

OR

Education :

Graduate Education : Major study public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. Specialized experience may be required for such positions.

• A Ph.D., equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M, if related.

Note : Equivalent combinations of education and experience are also qualifying for grade levels for which both education and experience are acceptable.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below after meeting the OPM Individual Occupational Requirement (IOR):

GS-11 Grade Level:

Specialized Experience: One (1) year of Specialized Experience equivalent to at least the next lower grade level (GS 09). Specialized experience is defined as:

• Experience developing and interpreting administrative policies, managed facility operations, which includes office renovations, relocations, workspace adjustments, and minor construction, and overseeing property management, equipment inventory, procurement, and vehicle management.
• Experience administering environmental, health, safety, and security regulations through inspections, compliance monitoring, and deficiency resolution; managing an identity card program covering cardstock inventory, card issuance, and role-holder oversight; and analyzing space utilization and budgets to advise management.

Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
