Construction Surveillance Engineer Technician

Overview The Construction Surveillance Engineer Technician (CSET) provides on‑site construction oversight, quality assurance, and technical support for projects managed by the Naval Facilities Engineering Systems Command (NAVFAC). The CSET ensures that all construction activities comply with contract specifications, drawings, applicable codes, and safety standards. As the government’s on‑site technical representative, the CSET monitors contractor performance, verifies work progress, and documents daily construction activities. Essential Functions Coordinate requests from the construction contractor for outage requests, excavation permits, burn permits, haul routes, and other similar items, liaising with FEAD/ROICC and base personnel (Security, Public Works, Fire Department, etc.). Track status of requests and investigate any pending items after five calendar days, reporting delays to FEAD/ROICC. Coordinate field activities with the construction contractor, Navy client customers, activity managers, maintenance and utility servers, Federal Fire departments, and Security Police to ensure seamless execution of construction activities. Attend safety meetings, Contractor Quality Control (CQC) meetings, partnering meetings, and other conferences as needed. Develop Quality Assurance plans in collaboration with FEAD/ROICC and other personnel. Prepare Construction Representative’s Reports (CRRs). Monitor construction work for project CQC compliance with contract documents. Report instances of non‑compliance with safety requirements. Monitor compliance with environmental protection requirements. Review daily Contractor Quality Control (CQC) and Contractor Production Reports. Maintain the update of the Submittal Register and working files. Perform technical review of submittals. Provide construction photographic services. Use NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) to manage electronic submittals and documents. Competencies Knowledge of construction scheduling methods and familiarity with scheduling software such as Primavera (Suretrak, P3, P6) and Microsoft Project. Proficiency in computer software (Microsoft Word, Excel, PowerPoint, Outlook; Adobe Acrobat Professional; RS Means/Cost Works). Physical agility: moderate walking on uneven surfaces, bending, crouching, stretching, climbing ladders, walking up and down stairs, and lifting moderate objects ( Excellent written and verbal communication in English. Experience developing and maintaining complex, long‑term construction programs, including submittal and RFI processing. Familiarity with federal building design criteria and construction guide specifications. Knowledge of construction practices and techniques, including proper material application and installation methods. Ability to calculate construction costs for changes, price needed work, and recommend equitable adjustments. Monitoring of as‑built activities to ensure proper preparation and documentation. Identification of critical, long‑lead‑time materials and procurement strategy recommendation. Required Education And Experience High school diploma or GED required. Minimum five (5) years of experience as a Quality Control Manager or Superintendent on NAVFAC or USACE projects, OR minimum ten (10) years as a Foreman in carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued over $5 million (residential experience does not qualify). Minimum five (5) years of experience as a Journeyman in carpentry, electrical, roofing, HVAC, plumbing, or concrete. Specialized training in Construction Quality Verification or completion of an equivalent course. Competent computer skills for network data entry. Proficiency in Microsoft Word, Excel, Outlook, and Adobe Acrobat Professional. Physical agility as described in the competencies section. Effective oral and written communication in English. Experience maintaining official construction site records. Experience conducting meetings to resolve construction problems and briefing clients and management. Deep knowledge of construction practices and workmanship. Experience interpreting construction drawings and specifications. Experience making material take‑offs for construction work. Experience inspecting materials, workmanship, and construction installations. Knowledge of safety practices, including USACE (EM‑385‑1‑1) and OSHA requirements. Completion of a 30‑hour OSHA Construction Training within the past two years. Valid certificate in USACE Construction Quality Management (CQM) for Contractors Training (5‑year validity) or obtain certification within 60 days of onboarding. Valid driver’s license. Work Environment May be subject to inside and outside environmental conditions, noise requiring shouting, proximity to moving mechanical parts, vehicles, electric current, scaffolding, high places, high heat, or chemicals. Exposure to fumes, odors, dust, mist, gases, or poor ventilation. Requirement for close visual acuity for computer terminals and extensive reading. Physical Qualifications Mobility: stoop, kneel, reach, walk, lift, grasp, feel, talk, hear, and perform repetitive motions. Hearing: hear audible safety alarms. Visual Acuity: sufficient for tasks in safe manner and computer use. Lifting: exert up to 50 lb occasionally, up to 20 lb frequently, or negligible force consistently to move objects.
