Fellowship Program Position: This is a full-time, temporary, limited‑term assignment not to exceed three years from hire. It is intended for individuals who have graduated with a Juris Doctor (J.D.) degree from an accredited college or university within the last twelve months. Role Overview: Provide legal and related services in general law, covering pension benefits, administrative law, contracting and procurement, and governance. Render legal advice, conduct research, draft documents, participate in hearings and trainings, and interpret laws and regulations. Work with the TRS Legal & Compliance team, executive staff, and agency employees. Responsibilities General Law – Review, research, and provide legal advice on issues in pension benefits, contracting and procurement, governance, and administrative law. Support GPS and Pension Benefits teams; draft contracts, memoranda, correspondence, policies, and procedures; advise staff on statutory and regulatory interpretation. Fellowship Curriculum – Attend trainings, webinars, quarterly check‑ins, classes, book groups, projects, and the mentoring program. Meet all fellowship deadlines and deliverables timely. Legal and Compliance Support – Research, compile, and analyze data; enter data into spreadsheets and databases; organize and write litigation and administrative appeal files; prepare complex queries and reports; review forms, correspondence, and documents for completeness; recommend policy improvements; complete special projects. Qualifications Required Education – Juris Doctor (J.D.) degree from an accredited law school within the last 12 months. Official transcripts and a legal writing sample must be submitted. Required Experience – None. Required Registration, Certification, or Licensure – Licensed to practice law in Texas and in good standing with the State Bar of Texas, or must obtain a Texas license within six months of hire. Alternatively, hold a valid, active license from another state eligible for Texas licensure under Board of Law Examiners Rule XIII. Preferred Qualifications – Internship or coursework in pension benefits, contracting and state procurement, governance, or administrative law; legal writing and research experience from a law school journal or faculty research project. Knowledge, Skills, and Abilities – Knowledge of legal issues in pension benefits, contracting, procurement, governance, and administrative law. Ability to perform legal research, render advice, communicate effectively, solve problems, negotiate, manage high-volume workloads, and handle litigation or administrative hearings. Ability to – Manage multiple projects with tight deadlines; work extended or irregular hours and travel as needed; establish harmonious relationships with staff and external contacts; work effectively in a professional team environment.
