Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service

About the Position: Serves as a Housing Manager reporting to the Chief Housing Division utilization housing management programs: Housing Services Office, Unaccompanied Housing, Furnishings Management, Residential Communities Initiative, Privatized Army Lodging, and Army Family Housing.

Duties

Help

• Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
• Serves as the Contracting Officer Representative (COR), responsible for management, oversight, guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed.
• Represents the organization in installation level meetings and or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.
• Develops overall installation plans and procedures for privatized housing sustainment, to include restoration, modernization, and/or replacement projects.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
• "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is maybe required to report to work or remain at work as scheduled to support mission operations.
• Position may require after hours call-back for emergencies.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes interpreting housing program policies to ensure compliance with operational regulations; analyzing housing-related data to create reports using office software (e.g. Microsoft Word, Excel or PowerPoint) for housing availability; monitoring contractor performance to ensure compliance with contract terms for housing; assisting in the oversight of budgeting for the housing programs by reviewing financial work plan reports.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
