The State of Florida Department of Children and Families (DCF) is seeking an electronic data analytics solution and related professional services to support the Supplemental Nutrition Assistance Program (SNAP) eligibility determination process. The Advanced Analytics and Eligibility Integrity System (AAEIS) is intended to reduce eligibility determination errors, improve program integrity, and generate decision-support recommendations.

II. Role Summary

We are looking for a senior Solution & Integration Architect with experience integrating analytics, AI, or decision-support solutions with enterprise government/HHS applications. The candidate will own the technical architecture and integration strategy between the proposed advanced analytics/ML solution and DCF's existing Integrated Eligibility System.

III. Key Responsibilities

• Lead overall solution architecture, integration architecture, interface/API design, and data-flow architecture.
• Define data mappings, transformation requirements, and service/interface specifications.
• Seamlessly integrate new solutions with existing eligibility workflows.
• Lead technical coordination with DCF's incumbent Integrated Eligibility System vendor.
• Identify integration points, dependencies, data exchanges, security requirements, and technical risks.
• Design APIs, services, authentication, authorization, and data-security integrations.
• Plan environment and deployment architecture, integration testing, and defect remediation.
• Coordinate production-readiness planning, release/deployment, and technical documentation.
• Support UAT and operational readiness for recommendation services, analytics services, dashboards, and reporting functionality.
• Collaborate with data engineers, ML specialists, application developers, security teams, QA, and business SMEs.

IV. Mandatory Experience & Qualifications

• 10+ years of enterprise technology experience.
• 5+ years of solution/integration architecture experience.
• Proven experience in enterprise application architecture, systems integration architecture, API/service integration, and data integration within complex enterprise systems.
• Experience working with incumbent/third-party system integrators.
• Experience integrating analytics, ML, AI, reporting, or decision-support capabilities into enterprise applications.
• Experience in government, HHS, healthcare, case management, eligibility, or another similarly regulated environment.
• Provider team must provide three (3) references for similar projects performed within the past five (5) years.

V. Highly Preferred Experience

• Integrated eligibility systems (SNAP/Medicaid/TANF).
• State HHS platforms, benefits administration, or case-management systems.
• Working with government system integrators.
• Real-time or near-real-time analytics integration and decision-support recommendation engines.
• Secure government system integration.

VI. Technical Skills

• API architecture, REST/JSON, microservices.
• Integration platforms, event-driven architecture, ETL/ELT, SQL, data mapping.
• IAM, OAuth/OIDC, cloud architecture, API gateways, data encryption.
• Logging/monitoring, integration testing, DevSecOps, and enterprise architecture methodologies.
