Chief Information Officer (Deputy Director I)
The Texas General Land Office is seeking a Chief Information Officer (Deputy Director I) within the Information Technology Services Department of the agency. The Chief Information Officer (CIO) performs highly advanced (senior-level) policy administration and managerial work for the Information Technology Services (ITS) Department of the Texas General Land Office (GLO). Serving as the CIO, this position provides leadership and oversight for all ITS programs, services, and operations, ensuring alignment with the agency's mission, statutory obligations, and strategic priorities. This role is responsible for overseeing multiple IT functional areas and ensuring the effective delivery of enterprise technology services that support agency operations.

What Your Contributions to the GLO Will Be:
- Leadership and Operational Oversight: Oversees the overall operations and performance of the Information Technology Services Department by providing leadership, direction, and strategic vision across multiple functional areas. Establish priorities, performance expectations, and accountability measures to ensure the effective delivery of technology services aligned with agency goals.
- IT Strategic Planning and Roadmap Development: Leads the development and execution of the agency's information technology strategic plan and roadmap by defining long-term goals, objectives, priorities, and milestones. Evaluates operational and strategic plans to identify areas for improvement and ensures alignment with agency mission, business needs, and future growth.
- Budget, Legislative Planning, and Resource Management: Oversees the ITS budgets and financial planning processes, including long- and short-range planning for technology investments. Contributing to the development of Legislative Appropriation Requests and collaborates with executive leadership on budget strategy. Ensures effective allocation of financial, physical, and personnel resources to support operational and strategic objectives.
- Enterprise Change Management and Program Delivery: Oversees enterprise technology initiatives and change management efforts to ensure successful delivery of programs aligned with agency priorities. Provides executive oversight for planning, coordination, and implementation of IT-related initiatives, ensuring alignment with user needs, organizational goals, and operational readiness.
- IT Governance, Policy, and Performance Management: Oversees the development and implementation of IT policies, procedures, and guidelines by establishing governance frameworks, standards, and performance measurement tools. Monitors progress toward strategic goals and ensures accountability, consistency, and continuous improvement across ITS programs and services.
Qualifications:
- Minimum Qualifications: Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, engineering, or a related field. Eight (8) or more years of experience in information technology, including significant leadership experience overseeing multiple teams and functional areas across enterprise IT domains. Experience in strategic planning, governance, and management of enterprise technology operations within a complex organizational environment.
- Location Requirements: This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.
- Preferred Qualifications: Executive-level experience serving as a CIO, Deputy CIO, or senior IT leader within a complex organization. Experience in public sector or government technology environments, including familiarity with procurement and contracting processes, budgeting practices, and regulatory requirements. Demonstrated experience developing and executing enterprise IT strategies and leading large-scale technology modernization initiatives. Experience overseeing a comprehensive technology portfolio, including infrastructure, applications, data management, and cybersecurity programs. Experience with IT budget development, financial management, and resource planning for large or complex organizations. Experience establishing and implementing IT governance frameworks, performance management practices, and compliance standards (e.g., TAC 202, NIST, or similar). Experience leading organizational transformation, including adoption of cloud, software-as-a-service (SaaS), and enterprise platforms. Demonstrated ability to engage and advise executive leadership, elected officials, and external stakeholders on technology strategy and operations. Experience managing vendor relationships, contracts, and technology procurement processes. Proven ability to lead and develop high-performing teams, including senior leaders, while fostering a culture of accountability, collaboration, and continuous improvement.

- Skill in: Leading large, complex technology organizations and aligning IT strategy with business objectives Developing and executing enterprise technology strategies, policies, and governance frameworks Managing budgets, legislative planning, and resource allocation in a public-sector environment Communicating effectively with executive leadership, policymakers, and technical and non-technical stakeholders Building consensus and aligning diverse stakeholders across organizational and functional boundaries Evaluating technology investments and guiding modernization and transformation initiatives Managing vendor relationships, contracts, and procurement activities Leading organizational change and driving continuous improvement across technology functions
- Ability to: Provide executive leadership and direction for enterprise technology strategy, governance, and operations Balance long-term strategic vision with day-to-day operational execution across multiple IT domains Ensure delivery of secure, reliable, and high-performing technology services aligned with agency priorities Lead enterprise-wide transformation initiatives, including modernization and adoption of emerging technologies Represent the agency effectively in legislative, interagency, and public settings Build and sustain collaborative relationships with executive leadership, stakeholders, and external partners Exercise sound judgment, initiative, and decision-making in a complex and evolving environment Foster a culture of accountability, innovation, and continuous improvement across the organization
Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
