Job Summary 

The EHS Training & Compliance Specialist designs, delivers, and measures the effectiveness of environmental, health, and safety (EHS) training programs for the Elk River manufacturing facility — and serves as a visible, hands-on presence on the plant floor. This role identifies training gaps, translates OSHA, EPA, and internal safety standards into engaging, practical training content, and conducts routine floor walk-throughs and behavioral observations to catch compliance issues in real time. When a gap is found, this person has the knowledge and standing to diagnose the issue, address it directly, and train the right people so it doesn’t happen again. The Specialist owns day-to-day administration of the Human Safety Learning Management System (LMS) for all EHS-related training and partners with the Training Manager to build and maintain the plant’s safety competency framework. 

Essential Duties and Responsibilities 

Training Design & Development 

• Assess EHS training needs in partnership with Leadership, supervisors, and the safety committee 

• Review incident reports, near-miss data, and audit findings to identify where training could reduce risk and improve compliance 

• Translate OSHA General Industry (29 CFR 1910), EPA requirements, and internal safety programs into trainable content and host training sessions 

• Develop training materials in multiple formats (presentations, job aids, videos, toolbox talks, e-learning modules) 

• Build and maintain EHS training courses in the plant’s Learning Management System (LMS) for both English and Spanish delivery, including automated course assignment by role, department, and hire date 

• Design knowledge assessments, quizzes, and practical competency checks aligned with learning objectives 

• Build and document EHS competency standards that define what safe and compliant looks like for each plant role 

Plant Floor Compliance 

• Conduct regular — and at times unannounced — walk-throughs of the production floor to identify OSHA, EPA, and internal compliance gaps in real time 

• When a gap or hazard is identified, diagnose the root cause on the spot and determine the appropriate immediate corrective action, rather than only logging it for later follow-up 

• Bring compliance findings and training priorities to plant and production meetings on a recurring basis so supervisors and shift leads stay aligned on what is being reinforced and why 

Training Delivery & Assessment 

• Conduct new hire safety orientation and onboarding for production associates, maintenance, contractors, and all plant personnel 

• Administer Personal Protective Equipment programs (hard hats, captive shoe program, etc.) 

• Conduct refresher training when procedures change, incidents occur, or audit findings require retraining 

• Administer knowledge checks and assessments at the end of training sessions; score assessments and provide feedback to employees 

Effectiveness Measurement & Continuous Improvement 

• Return to the production floor after training to observe whether employees are applying safe work practices 

• Document specific behaviors that demonstrate competency (or gaps) in employee performance 

• Identify trends and provide monthly training effectiveness reports to the Training Manager 

• Revise training materials based on employee performance, assessment results, and incident investigations 

• Update content when SOPs, regulations, or equipment change 

EHS Compliance & Recordkeeping Support 

• Serve as the primary administrator of the plant’s LMS for all EHS-related training: build and update courses, assign training paths, track completions, and generate compliance reports 

• Maintain accurate training records to support OSHA 300/300A logs and other regulatory recordkeeping 

• Assist in preparation for internal and external audits (OSHA, insurance loss control, corporate EHS) by providing training documentation 

• Reinforce compliance through consistent tracking and follow-up with supervisors 

Required Qualifications 

• 3+ years of experience in EHS training, safety coordination, or a related field, ideally in manufacturing or a regulated environment 

• OSHA 30-Hour General Industry Certification — required. Candidates who do not currently hold this certification must obtain it within 30 days of hire. 

• Bilingual, Spanish. 1-2 years’ experience working in a multilingual environment 

• Working knowledge of OSHA General Industry regulations and EPA requirements 

• Demonstrated, hands-on experience administering a Learning Management System (LMS), building and updating courses, assigning training by role/department, tracking completions, and generating compliance reports 

• Strong ability to create, design, and develop training content 

• Experience assessing learning and measuring training effectiveness 

• Strong written and verbal communication skills 

Preferred 

• OSHA 30-Hour Train-the-Trainer certification or equivalent train-the-trainer credential 

• Experience in food/beverage manufacturing or another regulated production environment 

• Experience supporting EHS audits, incident investigations, or root cause analysis

  Food Safety Responsibilities 

• Model and reinforce food safety culture through safe, compliant behaviors while working on the manufacturing floor. 

• Support human safety training and observations in a manner that does not compromise GMPs, hygiene, allergen controls, or product protection practices. 

• Promptly report observed food safety concerns or behaviors that may affect product protection to the FSQA team. 

• Follow systemwide GMPs when on the manufacturing floor, as required of all JP personnel 

  Salary: 
  - $65,000 - $85,500
