• Assumes management responsibility, including supervision of Department Heads, oversight of organizational planning, resource allocation, evaluation of objectives, and coordination of interdepartmental operations.
• Facilitates and supports policy development with the support of the Board of Commissioners and community engagement.
• Directs the development and implementation of Town goals, objectives, policies and priorities for each assigned service area.
• Leads organizational strategic planning initiatives and accountability measures.
• Establishes, within town policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends allocation of resources accordingly.
• Assesses and monitors workload, administrative and support systems and internal reporting relationships; identifies opportunities for improvement.
• Explains and describes Town programs, policies and activities; negotiates and resolves sensitive and controversial issues.
• Represents the Town with outside agencies; coordinates Town activities with those of cities, counties and outside agencies and organizations.
• Provides staff support to assigned boards and commissions.
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of town management and administration.
• Meets and corresponds with various citizens, professional, business and other groups to answer questions and secure their assistance in carrying out various programs; addresses areas of community concern to minimize or maximize Town government's impact on the community at large.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs other tasks as required or assigned.Knowledge, Skills and Abilities
• Extensive knowledge of North Carolina General Statutes and of local ordinances governing the responsibilities of the Town Manager, Town Board, and other public officials.
• Extensive knowledge of methods and techniques for developing local policies and ordinances regarding all governmental operations.
• Extensive knowledge of the principles and practices of public budgeting finance administration, including principles and practices of municipal accounting.
• Extensive knowledge of the modern principles and practices of leadership, employee motivation, communication, performance coaching and review, hiring, discipline, and conflict resolution.
• Extensive knowledge of laws, regulations, policies, and current practices in a variety of phases of municipal administration including budget, personnel, purchasing, public works, utilities, planning and other functional areas.
• Considerable knowledge of the application of information technology to improving the efficiency, effectiveness, and customer service functions of municipal services.
• Skill in meeting facilitation, public speaking, team building, customer service excellence and collaborative conflict resolution.
• Ability to conceive and articulate a vision of organizational excellence that inspires staff and community to high levels of achievement.
• Ability to help build consensus among staff and elected officials and make decisions consistent with organizational goals and values.
• Ability to plan, project, and determine priorities for service delivery to citizens.
• Ability to exercise sound judgment in making decisions in conformance with laws, regulations, and policies.
• Ability to analyze data, look at the big picture, think systemically, focus on the overall good of the Town and the organization, and advance solutions that avoid unintended consequence.
• Ability to coordinate and direct a wide variety and array of Town services through department heads and other staff support positions.
• Ability to develop and maintain effective working relationships with the other governmental jurisdictions, the Town Board, elected and appointed officials, community groups, employees, and the general public.
• Ability to communicate effectively in oral and written form.Education and Experience
Position requires a Bachelor's Degree and six or more years of experience (extensive) in public administration including considerable supervisory experience, or an equivalent combination of education and experience.Physical Requirements
• This is sedentary work requiring the exertion of up to 10 pounds of force occasionally.
• Work regularly requires speaking or hearing and using hands; frequently requires sitting, reaching with hands and arms and repetitive motions; occasionally requires standing, walking, climbing or balancing, kneeling or crawling and pushing or pulling.
• Work has standard vision requirements.
• Vocal communication is required for conveying detailed or important instructions to others accurately, loudly or quickly.
• Hearing is required to receive detailed information through oral communication and/or to make fine distinctions in sound.
• Work requires preparing and analyzing written or computer data, operating machinery and observing general surroundings and activities.

The Town has implemented multiple position levels within its pay scale to recognize varying levels of responsibility, experience, and qualifications. Eligibility for advancement will be evaluated annually during the Town’s budget process and will be based on established criteria, including performance, qualifications, departmental needs, and available funding. All advancement decisions are made at the discretion of the employee’s direct supervisor and the Town Manager.
