Assistant Director of Public Works

Position Summary
Under the general direction of the Director of Public Works, the Assistant Public Works Director directs and manages Public Works Streets, and Stormwater activities and manages professional, technical, maintenance, and administrative staff. In the absence of the Public Work Director, the Assistant Public Works Director would perform as the Acting Public Works Director.

Job Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

• Directs the daily operations and staff of Public Works Streets and Stormwater; plans, prioritizes, and assigns tasks and projects;
• monitors work, develops staff skills, and evaluates performance.
• Researches, develops, and recommends policies by continuous assessment of the needs and processes of the department operations, including standard operating procedures. To include analysis and implementation of strategies to accommodate the changing requirements of the department to meet the goals established by City management.
• Meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities; monitors operations to identify and resolve problems. Prepares work schedules and priorities as necessary.
• Serves as a liaison between various regional organizations and State and Federal agencies.
• Writes various analytical reports and makes technical estimates of a specialized nature in connection with various Capital Improvement Projects.
• Analyzes financial and resource information; approves department billing; assists in the development and management of the annual budget.
• Meets with sponsoring department staff to determine project intent and scope of work; establishes preliminary project design requirements and coordinates preparation of preliminary cost estimates.
• Analyzes and reviews plans to determine conformance with City requirements; reviews preliminary design reports and resolves design problems. Participates in a project team composed of City representatives and consultants; facilitates the advancement of a project through various phases of project implementation.
• Administers consultants and construction contracts and prepares bids and solicitations for new contracts. Maintains relationships and communication with engineers during projects to ensure conformance with project intentions, scope of work, and design requirements.
• Prepares monthly status reports and presents project status reports to Commissions and City Council and encourages public involvement.
• Examines blueprints to determine dimensions; estimates, requisitions, and inspects materials.
• Administers Stormwater Utility and Right of Way Program. Oversees consultants, reviews applications, designates utility assignments, approves and issues permits, inspects completed work, and completes and files TCEQ and FEMA reports.
• Performs related duties as assigned or required.

Education, Training, and Experience Guidelines:


Bachelor's degree in public administration, business management, civil engineering, construction engineering, or related field AND seven (7) years of progressively responsible experience in municipal public works, which includes five (5) years of management or supervisory experience, OR an equivalent combination of education, training, and experience

Licenses, Certifications, and Equipment:
A valid State driver's license is required

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment, with some work in the field at various job sites. While in the field may be exposed to various weather conditions, hazardous chemicals, potentially dangerous tools, equipment, and machinery, and dust.

• While performing the essential functions of the job, the employee is frequently required to sit, use hands to finger, handle, or feel; speak and hear; have close and color vision, depth perception and the ability to focus, and lift and/or move up to twenty-five (25) pounds. The employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel or crawl, lift and/or move up to seventy-five (75) pounds.

Starting Salary:
$109,015 - $117,397 annually (depending on qualifications) - Step increase after successful six-month probation.
