What We Need:

The Oregon Primary Care Association (OPCA) seeks a Healthcare Service Integration Senior Manager for its HIV/STI Program, which delivers innovative, evidence-based, education and training programs to improve both access to care and quality of life for people who are living with or are at-risk for acquiring HIV. As a member of the HIV/STI Program management team, the Service Integration Senior Manager is responsible for coordinating and handling day-to-day activities for HIV/STI programs in Oregon and SW Washington that align with Oregon’s End HIV initiative and training topics related to linkage to care supporting whole person health in the prevention and management of HIV as a chronic condition. This position bridges the gap between clinical practice and barriers to healthcare access to improve health outcomes along the HIV Care Continuum utilizing implementation science to facilitate systems level change.

Who You Are:

A highly skilled project manager with:

• Knowledge/understanding of HIV/AIDS educational programs and priorities, including early intervention activities and disease investigation.
• Solid communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing.
• Solid ability to multi-task with demanding timeframes.
• Ability to use sound judgment in responding to issues and concerns both internally and with external community partners.
• Superior ability to prioritize assignments, manage several concurrent projects effectively with frequent interruptions under deadlines.
• Working skills to analyze information and synthesize large amounts of data with strong attention to detail.
• Ability to travel to support training and capacity building assistance in alignment with program deliverables.
• Knowledge, skill and ability to establish and maintain effective working relationships with a wide variety of personalities and organizations.
• Ability to work well in a professional yet fun team environment, including respect for different styles and personalities; enthusiasm for collaboration, communication, and celebration.

What You’ll Do At OPCA:

• Work with community leaders to build program capacity to expand access to HIV/STI care for people using substances.
• Provide subject matter expertise to support whole person health and the integration of HIV prevention and treatment into practice settings that support improved engagement among populations using substances, including, but not limited to carceral settings, substance use treatment centers, and urgent/emergency care services.
• Apply knowledge and technical expertise to educate and incorporate promising practices to support health system transformation efforts.
• Build workforce pipelines to support opportunities for people with lived experience to enter the healthcare field, increasing representation in the clinic system.
• Stay abreast of the literature and promising health care practices related to data collection and utilize these data to improve patient health outcomes.
• Identify strategic partnerships to increase efficiency and reduce duplication of efforts to streamline health care access for populations impacted by HIV.
• Build and maintain relationships with collaborating partners to identify training opportunities in alignment with Oregon public health goals.
• Coordinate onsite training activities related to program deliverables.
• Coordinate with community partners to design and present responsive curricula to address public health needs in Oregon.
• Market and facilitate learning opportunities (training events, communities of practice, webinars, conferences, and workshops based on HIV educational needs assessments) for health systems in Oregon.
• Provide capacity-building assistance to community partners around access and linkage to care along the HIV Care Continuum.
• Provide subject matter expertise to integrate HIV related concepts into administrative rules that address HIV related stigma within healthcare delivery systems.
• Ensure appropriate documentation and reporting of training outcomes in compliance with funder requirements.
• Assist with program evaluation efforts and quality improvement practices, including data entry and reporting on program deliverables in alignment with existing contracts.
• Conducts individual administrative duties (e.g. scheduling, time sheets, internal organization communications, etc.)

 

Minimal Qualifications:

• Professional with advanced level of proficiency. Generally requires a Bachelor’s degree and/or 3-5 years of experience or equivalent education.
• Fluency in written and spoken English required.
