Assistant Administrator (with Illinois LNHA)

Job Summary Under the direction and supervision of the Administrator, the Assistant Administrator is delegated with responsibility and authority for the internal operations of the facility in accordance with current Federal, State, and local standards, guidelines and regulations, facility policies, and as may be directed by Alden Management Services. Qualifications College education or licensed nurse (preferred). Nursing Home Administrator License (preferred). Strong working knowledge/background in Behavioral Health (preferred). Knowledge of Long‑Term Care (preferred). Must be able to read, write, and speak the English language in an understandable manner and communicate effectively. Must be able to deal tactfully and work effectively with residents, families, personnel, support agencies and the general public. Must possess the ability to make independent decisions when circumstances warrant such action. Must have patience, enthusiasm, and a cheerful disposition. Must possess leadership and supervisory ability and willingness to work harmoniously with all personnel. Physical Requirements Must be able to move intermittently throughout the workday. Must be able to cope with the mental and emotional stress of the position. Must possess sight/hearing senses or use prosthetics that enable these senses to function adequately so that the requirements of the position can be fully met. Must function independently, have flexibility, personal integrity, and the ability to work effectively with residents, visitors, personnel, and support agencies. Must be in good general health and demonstrate emotional stability. Must be able to relate to and work with ill, disabled, elderly, emotionally upset, and at times hostile people. May be required to lift, push, pull, and move equipment, supplies, etc., throughout the day. Must be subject to exposure to infectious waste, diseases, conditions, etc., including exposure to HIV/AIDS and Hepatitis B viruses. Essential Functions Plan, develop, organize, implement, evaluate, and direct the facility in its programs and activities. Assure that all procedures are followed in accordance with established policies. Directly supervise employees and instruct staff, providing in‑services training to promote job knowledge. Identify problems, develop, and implement solutions with the assistance of Alden Management Services. Assure that quality care is being rendered. Ensure necessary and appropriate information is provided to facilitate admission of residents, and complete the required paperwork. Represent the facility to clients, hospitals, and community agencies, establishing a good rapport with transferring institutions. Provide direction for the entire facility in the absence of the Administrator. Referral Process Tour and interview potential residents/resident representatives, collecting accurate data on admission inquiries; accept reservations for resident accommodations in an accurate and organized manner. Communicate effectively and efficiently with hospital and community agencies regarding admission referrals. Analyze referrals to ensure the facility can meet residents’ needs adequately. Facilitate decision for admission approval and notify referring agencies in a timely manner. Confer with the Administrator and nursing department in assigning appropriate rooms to residents. Communicate resident admissions, discharges, or room transfers to appropriate departments in a timely manner. Admission Process Complete required offender registry verifications and initiate criminal background check requests per facility policy. Ensure all new residents, upon admission, are greeted and escorted to the assigned resident room. Explain facility philosophy, policies and procedures to potential residents, new residents, and residents’ representatives. Maintain an accurate resident roster. Resident Financial Services Obtain required signatures on all required admission forms and complete and obtain all necessary documents for resident financial records. Make efforts to collect past‑due balances in order to reduce account receivables and participate in A/R collection meetings. Assist AMS liaisons and resident representatives with the Medicaid application process when necessary. Complete various agency resident reports, such as Representative Payee Report. Ensure all necessary admission documents are uploaded and appropriately categorized and labeled in PCC. Marketing Analyze Quality Indicator information related to admissions, discharges, and resident case mix to assist in developing and implementing the marketing program. Establish and maintain lines of communication to act as a liaison between transferring institutions and the facility. Promote customer service throughout the facility. Work cooperatively with all facility department supervisors, administrative staff, hospitals and community services, residents, resident representatives, and other facility guests. Develop and participate in Quality Assurance Program Improvement initiatives as assigned. Observe and implement facility policies and procedures. Perform other duties as assigned. Behavioral Health Oversight Responsible for complete oversight of the Facility’s Behavioral Health Program, including development and ongoing management of quality clinical services, compliance with licensing and certification standards, and quality review of all documentation. Ensure quality treatment and behavioral interventions for unit residents and other residents with behavioral/mental health issues. Ensure clinical appropriateness of all admissions to the Behavioral Health Unit per unit policy. Ensure overall safety of the Behavioral Health Unit, including proper crisis management. Ensure compliance with all regulatory requirements as set forth by Federal, State, local, and facility requirements. Ensure quality and timely completion of all required clinical documentation. Work flexible hours, as needed, based on the needs of the Behavioral Health Unit/facility. Maintain personal and professional high standards of practice. Prepare and provide clinically relevant treatment and interventions; train, supervise, and oversee staff in providing those interventions. Intervene with problematic and disruptive behaviors; train, supervise, and oversee staff in intervening with problematic and disruptive behaviors. Respond to crisis per facility policy and procedure; train, supervise, and oversee staff in responding to crisis per facility policy and procedure. Follow and enforce all facility rules, regulations, policies, and procedures; train, supervise, and oversee staff in following all facility rules, regulations, policies, and procedures. Establish and follow quality assurance protocol to ensure compliance with all regulatory standards. Oversee the overall functioning of the Behavioral Health Unit, including training and directing staff from other departments, in coordination with other department heads and supervisors. Attend and participate in all meetings, trainings, etc., as scheduled by the facility administrator and/or Director of Operations of Clinical Programs. Report all signs of resident abuse or neglect. Participate in investigations of incidents in the facility. Respect and enforce all resident rights. Review relevant behavioral and tracking reports daily and ensure follow‑up. Coordinate services with other facility departments and professionals contracted to provide services to residents. Attend all in‑services and participate in Continuing Education. Perform other related duties as assigned. Additional Responsibilities Review the facility policy and procedure manual, Job Descriptions, cleaning schedules, etc., at least annually for revisions and make recommendations to the Administrator. Ensure that all personnel follow established departmental policies and procedures, including appropriate dress code. Attend and actively participate in resident care plan conference when indicated. Investigate and follow through on all concerns made by the resident or their family; communicate status to complainant. Meet with personnel regularly to assist in identifying and correcting problem areas and/or improving services. Schedule department work hours, personnel, and work assignments to expedite work. Counsel or discipline personnel as necessary. Complete performance evaluations timely. Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility. Plan, conduct, and participate in in‑service education programs. Assist in the implementation and maintenance of an effective orientation program that orients new employees to the facility, their department, and its policies and procedures. Attend and participate in continuing education programs. Recommend required changes to improve resident care, stay within budget, or both. Recommend improvements in facility physical plant and equipment. Handle employee grievances and report to the Administrator. Supervise building and ground cleaning, and maintenance to assure that the facility is clean, odor‑free, and attractive in appearance. Conduct periodic evening, night, and weekend rounds of the facility to determine if it is being operated according to policies, procedures, and regulations. Educate all staff on the importance of customer service. Promote good public relations within the community. Attend Department Head meetings, Infection Control meetings, Quality Assurance meetings, etc., on a regular basis. Perform other related duties as assigned.
