Description of Work The CDL Compliance Officer within the North Carolina Division of Motor Vehicles (NCDMV) is central to ensuring statewide adherence to all federal and state laws, regulations, and policies governing the Commercial Driver License (CDL) program. The officer provides oversight across several key areas, including the School Bus and Traffic Safety (SBTS) program, Third‑Party Tester Program, Truck Driving Training Schools, and all State and Third‑Party CDL Examiners. Manage CDL testing procedures to uphold consistency and integrity across various environments, including training, certification, and performance evaluation of CDL skill test examiners. Conduct audits, site visits, investigations, and records reviews to ensure ongoing compliance with Federal Motor Carrier Safety Regulations (FMCSR) and state requirements. Administer Skill Performance Evaluation (SPE) certifications for drivers with limb impairments and provide regulatory guidance and technical support to both internal staff and external partners. Identify and mitigate potential compliance risks or instances of CDL fraud to protect public safety, foster examiner accountability, and maintain standardized testing protocols statewide. Oversee Truck Driver Training Schools (TDTS) to ensure compliance with the North Carolina Administrative Code, Subchapter 03J, covering licensing, instructor qualifications, curriculum standards, and facility requirements. Frequent interaction with DMV divisions, law enforcement, and training providers occurs in both office and field settings, involving statewide travel. The officer works under the general supervision of the CDL Compliance Manager and may provide technical guidance or training to others but does not directly supervise staff. Special Requirements Class A CDL driver's license with no more than five (5) points for moving violations, no suspensions or revocations within the past five years, and ability to obtain a Class A CDL driver's license within 180 days of employment. Local, statewide, and overnight travel using state motor pool vehicle. Physical ability to lift and carry equipment/supplies weighing approximately 50 lbs, and ability to stoop, bend, climb in and out of commercial motor vehicles. Pre‑employment Requirements Pre‑employment drug testing is required as a condition of employment. A release form (ALCDRG‑01) and background statement (ALCDRG‑06) must be completed and signed during the interview, allowing NCDOT to check with previous employers for the past two years about controlled substance and alcohol testing and enrollment in an ongoing random drug/alcohol screening program. This position is considered "covered" under the REAL ID Act. A background check including a name‑based and fingerprint‑based criminal history record check is required prior to beginning employment. A cost is associated with this process for new employees; no cost for existing DMV employees. Knowledge, Skills, and Abilities/Management Preferences Demonstrated ability to conduct CDL skills testing administration. Demonstrated ability to teach and coordinate training sessions. Knowledge of North Carolina General Statutes as they pertain to CDL licensing. Demonstrated ability to observe, inspect, and evaluate records, processes, and technical job performance to collect information. Experience in State Automated Driver License System (SADLS) and MS Office applications. Minimum Education and Experience Bachelor's degree from an accredited institution and one year of experience in a progressive training or teaching role, or one year of experience in a human service, counseling, or training program in the subject matter specified; or an equivalent combination of education and experience.
