Community Program Analyst II - Aging & Disability - Commissions & Provider Svcs (Open & Promotional)

Community Program Analyst II San Mateo County Health's division of Aging and Disability Services is seeking a well‑qualified individual for the position of Community Program Analyst II. This full‑time position is located in San Mateo, CA, with a planned relocation to South San Francisco, CA in December 2026, and will travel throughout the County. The role follows a Monday‑Friday 8 a.m.–5 p.m. schedule, with four on‑site workdays per week during the probationary period and hybrid work thereafter. Community Program Analysts provide program planning, technical assistance, review and evaluation functions for community/client service delivery programs; act as County liaison with contract service providers, community‑based organizations, and funding sources; ensure compliance with program regulations and procedures; monitor contracts related to assigned programs; and perform related duties as required. The Community Program Analyst II performs a variety of technical tasks and community development work related to the planning, implementation, and coordination of community‑based services for older adults and individuals living with disabilities. Key duties include building community and provider relationships, monitoring contracts, compiling and analyzing data, and problem‑solving with organizations to ensure a responsive service delivery system. Candidates should possess knowledge of aging, disabilities, and accessibility issues, and have experience in community‑based service delivery with an emphasis on contract management. Responsibilities Providing technical, programmatic and fiscal assistance to staff, subcontractors and management, including program policy and procedure development and staff training. Compiling and maintaining accurate records of program activities. Evaluating program effectiveness against goals, funding source or contract requirements and other regulations; identifying problems, presenting findings and recommending solutions. Negotiating, managing and monitoring contracts to ensure compliance and coordinating with providers. Ensuring program compliance with funding provisions, goals, laws and regulations. Serving as liaison with community‑based organizations, service providers, County departments, State agencies, funding sources, commissions, planning councils and advisory boards. Preparing periodic and special statistical or narrative reports using data from multiple sources. Participating in departmental, Countywide and State planning processes. Representing programs on committees and task forces. Writing grant proposals, reports, program documentation, policies and procedures. Analyzing legislative and regulatory changes and incorporating them into program policies. Coordinating and conducting special projects and events. Performing related duties as assigned. Desired Competencies Apply knowledge of systems of care for older adults and individuals living with disabilities from diverse backgrounds and cultures. Assess community needs, determine appropriate service provisions, and allocate resources effectively. Build and sustain strong, collaborative working relationships with organizations and individuals from diverse backgrounds. Communicate clearly and effectively with a broad range of stakeholders, including staff at all levels, public officials, appointed political bodies, and community agencies. Monitor contracts in compliance with regulations, identify strengths and concerns, and collaborate with organizations to develop solutions. Analyze, interpret, and implement new and existing federal, state, and County regulations and laws related to the Commissions and Provider Services Unit programs. Respond promptly and effectively to requests for assistance from contracted providers, Health staff, Board of Supervisors appointed Commissions, and County, State, and Federal agencies. Manage projects and assignments simultaneously, adapt priorities, and meet deadlines. Prepare professional, detailed written and statistical reports while maintaining accuracy and efficiency in data entry. Use Microsoft applications (Word, Outlook, PowerPoint, Excel, Teams, Power Apps) and Adobe proficiently, with the ability to quickly learn and adapt to new technologies, software, and database systems. Knowledge Principles and practices of the specific program area to which assigned. Principles and practices of program evaluation and planning. Principles and practices of client service delivery. Principles, practices and techniques of administrative and programmatic research, analysis and programming. Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines. Computer applications related to work. Office administrative practices and procedures, including records management and operation of standard office equipment. Skills and Abilities Monitor, analyze and evaluate program effectiveness. Compile and analyze data, draw sound conclusions and prepare and present effective reports. Analyze, interpret and apply various regulations and requirements. Plan, coordinate and implement administrative and programmatic research and analysis. Plan, coordinate and conduct special events and projects. Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others. Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors. Communicate effectively, both orally and in writing. Exercise sound independent judgment within general policy and regulatory guidelines. Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical, administrative and programmatic experience in a community‑related setting, including some experience in contract monitoring.
