Term                           July 1, 2026 through June 30, 2027 (2000 hours)

Scope: The services provided will involve maintaining and/or creating the Juvenile Justice Information System (JJIS), Criminal Justice Network (CJNET), Cost of Care (COC), Payroll, DJJ’s Learning Management System (SKILLPRO), the New Positive Achievement Assessment Tool (CAT/RAY), the New Detention Risk Assessment (DRAI), Human Traffic Screening Tool (HTST), The Enterprise Document Management Solution, Residential Electronic Medical Record (EMR), Probation Resource Booking (PRB), Staff Verification System (SVS), Evidence Base System (EBS), Facility Management System (FMS), Central Communication Center (CCC) and any other software application as required. All development must follow DJJ’s Information Systems Development Methodology (ISDM).

The software development support contract is broken out into five services .

Services:

1.      Application Development Service

2.      Initial Code Analysis Service

3.      Version Release Service

4.      Application Performance Service

5.      Software Technology Service

PRE-DEFINED SERVICES & TASKS

SERVICE UNITS DEFINITION

1) Application Development Services

These units will be used towards a developer’s frequent tasks involved to keep the systems up and running including resolving system problems reported for JJIS, JJIS WEB applications, STARS application, CJNET and all associated modules/applications, Administrative Applications, Cost of Care System, Payroll, IRR, MIS Tracking Application, SkillPro Application and all associated modules/applications.

Tasks

1.      Follow the Information Systems Development Methodology (ISDM)

2.      Follow Coding Standards

3.      Propose future enhancements to existing systems

4.      Development Technical Specifications Documentation

5.      Internal and External Testing

6.      Work closely with Program Areas, Business Analyst and Data Integrity Officers

2) Initial Code Analysis Services

These units will be used towards a developer’s analyzing system problems pertaining to the Juvenile Justice Information Systems (JJIS) and Administrative Applications and all associated modules / applications

(Pre & Post Analysis).

Tasks

1.      Follow the Information Systems Development Methodology (ISDM)

2.      Perform Pre & Post Code Analysis

3.      Participate in the Joint Application Development Meetings

4.      Participate in identifying Business and Technical requirements.

5.      Create a detail Project Plan

6.      Based on the problem, determine the impact which the recommended fix may cause on existing processes that are currently in place.

7.      Analysis Documentation

8.      Identify stored procedures that need to be created or modified.

9.      Estimated Cost

10.  Internal and External Testing

11.  Work closely with Program Areas, Business Analyst and Data Integrity Officers

3) Version Release Services

These units will be used towards any major or minor releases to the current JJIS, JJIS WEB applications and associated modules/applications, CJNET, SKILLPRO and Administrative Applications.

Tasks

1.      Follow the Information Systems Development Methodology (ISDM)

2.      Code Production Verification

3.      Create or Modify Stored Procedures

4.      Data Conversion

5.      Onsite release management

4) Application Performance Services

These units will be used towards a developer’s frequent tasks involved to keep JJIS, JJIS WEB, CJNET, SKILLPRO, Administrative and any other database applications up and running and any enhancements made to the system.

Tasks

1.      Follow the Information Systems Development Methodology (ISDM)

2.      Review Stored Procedures

3.      Review Event Logs

4.      Design review and evaluation

5.      System Documentation

6.      Coding modification

7.      Trouble Shooting

8.      Bug Fixes

9.      Monitor system performance and make recommendations to the Information Technology Management.

5) Software Technology Services

These units will be used towards carrying out the Information Systems Development Methodology (ISDM) for movement of packages, reviews and signoff.

Consultant must have professional experience as a technical team leader and experience with web application development using: ASP.NET, VB.NET, SQL Reporting, Visual Studio, .NET Framework 3.5 / 4.0, .Net 8.0 or higher, C#, MVC, Bootstrap 4.0/5.0, jQuery 1.6 or higher, knowledge of Microsoft Azure, relational databases SQL Server, SSIS packages.

The consultant is required to have professional working experience at an advanced level to carry out the following job duties. technology standards and processes.

·         Working experience using Microsoft SQL 2008 through SQL 2017 environment.

·         Working experience developing in ASP.Net, VB.Net, C# and SQL Reporting

·         Working experience using Team Foundation Server.

·         Generating SSIS and PGP packages

·         Following DJJ’s coding standards

·         Regular application maintenances

·         Adhere to the Information Systems Methodology

·         System Analysis
