Accountant I/II - Behavioral Health - Revenue

Accountant I/II Department of Behavioral Health, Revenue Division, City of Riverside. Responsible for coding and tracking incoming funds received, processing reconciliations, analyzing and verifying revenue‑related financial documents, monitoring classification and distribution of revenue, preparing supporting accounting reports and schedules, and maintaining accurate fiscal records and internal controls. Classification Overview Accountant I: first working‑level classification. Incumbents perform accounting or auditing functions with broad knowledge and limited difficulty duties. Accountant II: fully qualified journey‑level classification. Incumbents perform the full range of assignments requiring greater technical knowledge, may supervise clerical or technical staff, mentor trainees, and handle higher‑level duties. Responsibilities Establish, review, revise, and maintain controls on fiscal record‑keeping functions. Examine and analyze fiscal record‑keeping systems and procedures. Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, invoices). Prepare trial balances, reconciliations, worksheets, and schedules. Prepare or assist in the preparation of accounting, statistical, and narrative reports. Review, evaluate, and assist in the preparation of budgets and internal controls. Prepare recommendations for installation of new or revised accounting and cost systems, procedures, and records. Analyze classification and distribution of income and expenditures to proper accounts. Develop routine or complex rate or cost models. Track, report, and reimburse routine federal or state grants. Desired Qualifications Bachelor's degree in Accounting from an accredited institution. Proficiency in Microsoft Excel, including formulas, pivot tables, and data analysis functions. Experience performing accounting functions in a public sector or governmental environment. Education and Certifications (Options) Option I: Graduation with a bachelor’s degree in accounting or a related field with at least 18 semester or 27 quarter units of accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external/internal reporting. Option II: Possession of a valid CPA or CIA license. Option III: 90 semester or 135 quarter units from an accredited college or university with a major in accounting or a related field including at least 18 semester/27 quarter units of accounting or related coursework, plus one year experience equivalent to a County of Riverside Accountant Trainee classification. Option IV: 90 semester or 135 quarter units with a major in accounting or a related field, plus three years of paraprofessional accounting experience equivalent to a County of Riverside Accounting Technician classification. Knowledge, Skills & Abilities Knowledge of accounting principles and practices, general business laws, budgeting methods, governmental accounting principles, office management, and computerized data processing. Ability to analyze data, define problem areas, draw logical conclusions, maintain records, prepare reports, establish effective working relationships, communicate orally and in writing, and supervise the work of others. Other Requirements Possession of a valid California Driver’s License may be required. Salary Range Accountant I: $32.50 – $45.09 per hour. Accountant II: $34.29 – $47.57 per hour.
