PROGRAM ANALYST

Summary You will serve as a You will serve as a PROGRAM ANALYST in the U.S. Naval Forces Southern Command / U.S. Fourth Fleet of CSL COMALAPA EL SALVADOR. Duties You will provide strategic resource guidance and manage counternarcotic programs. You will advise the Commander and principal staff on resource planning and programming policies and procedures to optimize the use of resources in accomplishing SOUTHCOM missions. You will advise on matters concerning effective and efficient distribution of counternarcotic resources, with emphasis on continuity of the overall program. You will develop program needs based on data obtained from various programmatic areas and use this information for program review analysis. You will develop policy, determine requirements, and monitor the obligation of funds. You will prepare reports and briefings on study results and make recommendations to the Commander and principal staff. You will oversee the day-to-day operations of the Cooperative Security Location and provide the continuity of leadership over the continuous 12–15-month active-duty PCS rotation of personnel. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Walking, climbing, bending, and stooping may be required. The incumbent must be physically able to travel via motor vehicle, train, waterborne craft, and/or aircraft to various locations within and outside the continental United States. May require occasional overnight travel for training and official TDY purpose, local travel, and travel to include foreign countries requiring extended airline flights. Travel may be commercial (air, rail, POV, etc) or government-operated (military aircraft, vessels, or vehicle) or government-chartered carriers. The work may require visits to Navy installations, bases, stations, and/or ships worldwide. Onboard ships. Must be capable of working in a shipboard environment to include potentially boarding and disembarking from ships while at anchor, and traversing throughout the ship. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Incumbent must be medically and physically able to travel throughout the SOUTHCOM AOR. You will be required to obtain and maintain a U.S. Passport. Qualifications

Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-13 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following Experience performing senior-level expertise in DoW program of budget management, specifically within the counternarcotics (CD/CNT/CIT) domain. Experience providing advanced knowledge of Joint and Navy programming, planning, budgeting, and execution (PPBE) processes, including direct experience managing multi-million-dollar budgets like the Project Code 9500 (PC9500) under the OSW Central Transfer Account. Experience demonstrating expertise in international and interagency coordination, with the ability to navigate bilateral agreements (such as the U.S. and El Salvador CSL agreement), negotiate with senior military and State Department officials, and oversee Cooperative Security Location (CSL) physical operations. Experience conducting technical and operational familiarity with Unmanned Aerial Systems (UAS), including littoral and blue-water maritime domain awareness applications, and the strategic vision necessary to integrate emerging commercial technologies into joint theater objectives.
