Senior Management Systems Analyst (Sr. MSA)

Seattle Parks and Recreation (SPR) Facilities Division is seeking a Senior Management Systems Analyst (Sr. MSA) to join our Facilities, Access, Automation, Security, and Technology (FAST) unit. This role blends operational-technology system administration, project coordination, reporting/data management, and clear communication to help keep SPR facilities safe, functional, and welcoming.

The FAST team manages centralized systems that support security, safety, and operational efficiency across SPR's diverse portfolio of facilities. The Sr. MSA helps stabilize day-to-day operations, modernize legacy systems, and deliver improvements that make service more reliable and easier for staff to use. This is a non-represented position.

Job Responsibilities:

• Serve as FAST's lead analyst/coordinator for operational technology and security systems (e.g., CCTV/VMS, access control, intercoms, alarms) across SPR facilities.
• Lead end-to-end delivery of technology and facility-systems projects, including scope, schedule, budget tracking, procurement coordination, and risk/issue management.
• Administer and support security/operational technology systems, including access management, configurations (as applicable), monitoring, and vendor coordination.
• Triage incidents/outages and coordinate with Seattle IT, vendors, and skilled trades to restore service; provide clear status updates and next steps to stakeholders.
• Develop and maintain dashboards, reports, documentation, and training materials using Microsoft 365/Power Platform or comparable tools.
• Support modernization and transition of legacy systems; contribute to standards, continuous improvement, and service reliability.
• Conduct inspections and site assessments across SPR facilities to identify and address security and safety risks.
• Perform other related duties of a comparable level and type.

Qualifications:

Requires three years of experience in systems, operations, procedures, research or analysis and a bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training, or experience that provides an equivalent background required to perform the work of the class).

Desired Qualifications:

• 3+ years with Power Apps or similar platforms.
• 2+ years with Power BI and SharePoint Online or similar platforms.
• Proficiency in Azure DevOps and Power Automate or similar platforms.
• Strong familiarity with Microsoft 365 suite (Teams and Planner) or similar platforms.
• Familiarity with JavaScript, React, Angular, HTML, or Python.
• Database experience (e.g., SQL Server, MySQL, Oracle, or Amazon RDS)
• Experienced with the use of AutoCAD, Bluebeam, Visio for mapping and documentation.
• Demonstrated experience with Microsoft Power Platform, including Power Apps, Power BI, and Power Automate or similar platforms, with a strong track record of developing dashboards, reports, and automated business solutions.
• Demonstrated ability to work independently and effectively prioritize and schedule tasks, aligning them with departmental needs.
• Maintains strong motivation and thrives in collaborative, fast-paced environment, working effectively with staff from various disciplines and vendors, while consistently meeting tight deadlines.
• Experience working across IT, security, and facilities domains.
• Demonstrated competence in maintaining clear, comprehensive written records, with strong technical writing and documentation skills.
• Exhibit a high level of proficiency in verbal communication to convey information effectively and professionally.
• Demonstrates strong organization, adaptability, and time management skills.
• Demonstrated ability to troubleshoot and coordinate technical issue resolution.

License, Certification, and Other Requirements:

• Current Washington State driver's license or evidence of equivalent mobility.

Work Environment/Physical Demands/Other:

• Most work is performed in an office environment; occasional work at construction sites is required.
• Required to work outdoors in all types of weather.
• May work at heights on ladders.
• May work near heavy equipment.
• Required to work near energized equipment.
• May work in confined spaces.

The full salary range for this position is $56.23 – $65.54 hourly.
