Job Description and Duties
Under general direction of the Supervising Transportation Planner, the Senior Transportation Planner serves as the Department's statewide lead for implementation of Senate Bill 695 (Transportation Climate Resiliency: Projects of Statewide and Regional Significance). The Senior Transportation Planner acts as the SB 695 technical expert and provides executive leadership in developing statewide policy, guidance, analytical frameworks, and implementation strategies that strengthen the resilience, safety, mobility, freight movement, and economic vitality of California's transportation system. The position coordinates with Headquarters, Districts, the California Transportation Commission, CalSTA, regional agencies, federal partners, tribal governments, and local jurisdictions. The incumbent also serves as the Department's statewide Port Liaison, fostering partnerships with California port authorities, port security organizations, and federal maritime agencies; advances multimodal transportation planning with emphasis on maritime transportation; utilizes the Maritime Domain Awareness Tool to support planning and research; develops statewide policy for port ingress and egress; and represents the Department on the Readiness and Resiliency Workgroup.

Working Conditions
Position located at 1120 N Street, Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment.
Works primarily in an office or hybrid environment using standard office equipment. Occasional statewide travel is required for meetings, workshops, and field visits. May work extended hours as needed to meet legislative, program, or emergency response deadlines.This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

1. Describe your experience leading or managing the implementation of legislation, transportation policies, programs, or major initiatives. Explain how your experience prepares you to manage implementation of SB 695, including coordinating stakeholders, managing schedules and deliverables, and achieving program objectives.
2. Describe your experience serving as a liaison and working with internal and external partners. Provide examples of how you have built effective relationships, coordinated across organizations, communicated complex information, and supported successful transportation planning or program outcomes.
