Summary

This position is located in the Department of Homeland Security (DHS), Science and Technology.

The primary purpose of this position is to serve as a Program Manager over a major programmatic area for which both the scope and effect of the work have agency-wide or government-wide impact. Incumbent directs programs that involve and support the mission of the agency; congressional interest; or have pervasive impact on the general public.

As a Program Manager, GS-0340-15, your typical work assignments may include:

• Oversees the planning, execution and governance of programs and their related projects to meet the customers' needs and the successful delivery of the programs' output/product. Responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project.
• Initiates actions to resolve complex issues concerning adequacy of product outcomes, and other program requirements consulting with other subject matter experts on the related discipline .
• Ability to establish and maintain effective working relationships with officials of customer organizations and with other officials within S&T and within and outside the Department to plan, coordinate and manage projects.
• Develops integrated strategic plans delineating contracting strategies, key risk areas, and metrics
  to measure costs, schedules, and performance. Monitors ongoing projects for compliance with
  milestones and, schedules, and for identification and resolution of problems or issues of negative
  impact on successful project completion.

Qualifications

Specialized Experience:

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:

• Lead and manage major agency-wide or government-wide research and development terrorism and/or transnational organized crime programs with significant impact on organizational mission, congressional priorities, and public interests.
• Direct complex projects requiring coordination across multiple internal and external stakeholders, including senior officials within the Department, customer organizations, and other federal agencies.
• Develop and implement strategic plans, policies, and procedures to ensure effective program execution and alignment with agency goals addressing transnational organized crime and terrorism.
• Establish and maintain effective working relationships with senior leadership, customer organizations, and partner agencies to facilitate collaboration and achieve program objectives.
• Oversee program performance, resource allocation, and risk management to ensure delivery of high-impact outcomes supporting the agency's mission.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
