ATTORNEY IV

Position Overview Work Location: Sacramento County Position Title: Attorney IV Classification: ATTORNEY IV (Entrance Salary $13,313.00 – $16,096.00) Pay Grade: JC-516818 Hiring Status: 1 Position available; hybrid, permanent, full-time. Responsibilities Review complex California Public Records Act (PRA) requests; analyze applicable legal objections and exemptions, de‑identify and review data extractions prior to record production; lead training for regional centers, department staff, the executive team, and other communities. Analyze statutory changes applicable to data and information disclosure. Collaborate with the Information and Technology Division and other program staff regarding PRA duties. Communicate with the executive team, Health and Human Services Agency, and the Governor’s office (as necessary) regarding high‑profile PRA matters. Collaborate with the Office of the Attorney General and regional center counsel (as necessary) to defend the department in lawsuits brought under the PRA. Serve as lead or assist in complex issues, including review of subpoenas and ensuring compliance; represent the department in Superior Courts in conservatorship matters and matters before administrative bodies. Review and draft opinions in administrative appellate reviews; handle transactional matters; advise on admissions to department facilities for competency treatment or acute crisis care. Provide legal advice on admissions to facilities and other operational matters. Work Hours Maintain normal and consistent work hours, averaging 40 hours per week. Work in excess of 40 hours is expected when necessary. The position is expected to be in the office on Wednesdays and at least one additional day of the week, with availability between 8 a.m. and 5 p.m. (unless official state business requires otherwise). Qualifications California State Bar License (required). Experience handling California Public Records Act (PRA) requests, including a complex case. Experience reviewing subpoenas and ensuring compliance. Experience representing an employer in conservatorship matters, administrative bodies, and appellate reviews. Experience with transactional matters and admissions to facilities for competency treatment or acute crisis care. Proficiency in Microsoft Word, Outlook, Westlaw, Adobe, and related legal technologies. Desirable Qualifications Knowledge of conducting legal research and preparing legal products. Ability to manage multiple tasks and maintain case files on all assigned matters. Strong written and oral communication skills, including effective use of documents and electronic devices.
