Introduction The Maryland Military Department (MMD) is looking for a candidate to fill the position of Procurement Officer II. Grade 18 Exempt Location of Position Fifth Regiment Armory, 219 29th Division Street, Baltimore, Maryland 21201 Main Purpose of Job The main purpose of this position is to procure all equipment, commodities, and services under the Department's delegated authority to meet operational needs, conducting procurements in accordance with State Finance and Procurement Articles and the Code of Maryland Regulation Title 21. Position Duties Review and analyze purchase requisitions. Research and develop contract specifications. Develop and prepare written procurement determinations for procurements per COMAR requirements. Develop and prepare solicitations. Conduct public bid openings and evaluate bids for responsiveness and responsibility. Oversee and authorize invoice payments. Minimum Qualifications Seven years of experience, including three years in contract management or procurement involving soliciting, evaluating, negotiating, awarding contracts, and ensuring compliance with governmental procurement laws, regulations, and conditions, plus an additional four years of professional contract management or procurement experience. Notes (Alternative Qualifications) Candidate may substitute certification as a Certified Public Manager, Certified Professional Contracts Manager, Certified Public Purchasing Officer, or Certified Professional Public Buyer for the additional four years of required experience. Candidate may substitute possession of a Bachelor’s degree from an accredited college or university and three years of experience in contract management or procurement for the required experience. Candidate may substitute additional graduate education at a rate of thirty credit hours per year for five years of required experience. Candidate may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications on a year-for-year basis for required experience. Desired or Preferred Qualifications Two years of experience using the Maryland Financial Management Information System (FMIS). Two years of experience writing conduct pre-bid proposals, site visits, and conferences on advertised solicitations. Two years of experience in contract monitoring for a government agency. Limitations on Selection Must be a current MMD employee. Licenses, Registrations, and Certifications Employees may be required to possess a motor vehicle operator’s license valid in Maryland if assigned duties requiring motor vehicle operation. Employees must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment if not already obtained. Special Requirements Employees must successfully complete a State and Federal background check.
