Position Summary CPM Partners is seeking a detail-oriented and experienced Labor Compliance Specialist to support public works and capital improvement projects. The Labor Compliance Specialist will be responsible for monitoring contractor compliance with prevailing wage laws, labor regulations, certified payroll requirements, and related state and federal labor standards. The ideal candidate will possess strong knowledge of California Labor Code requirements, DIR regulations, and public agency compliance procedures. Key Responsibilities Review and audit certified payroll records (CPRs) for compliance with California prevailing wage requirements and applicable labor laws. Monitor contractor and subcontractor compliance with DIR registration requirements. Conduct labor compliance interviews with workers on active construction projects. Verify prevailing wage classifications, wage rates, fringe benefits, apprenticeships, and overtime compliance. Prepare labor compliance reports, findings, and recommendations for clients and project teams. Coordinate with contractors, subcontractors, unions, and public agencies to resolve payroll and compliance issues. Maintain organized project compliance documentation and tracking logs. Assist with contract compliance administration related to prevailing wage and labor standards. Support project closeout activities related to labor compliance documentation. Provide guidance to project teams regarding labor compliance requirements and best practices. Attend project meetings and site visits as necessary. Minimum Qualifications 3+ years of labor compliance experience on California public works projects. Working knowledge of: DIR requirements and systems Certified payroll review procedures Public contracting regulations Experience reviewing certified payroll software platforms and electronic CPR systems. Strong organizational, analytical, and communication skills. Proficiency in Microsoft Office Suite, including Excel and Word. Ability to work independently and manage multiple projects simultaneously. Preferred Qualifications Experience supporting transportation, utility, rail, water, wastewater, or vertical/public facility projects. Prior experience working with public agencies, municipalities, school districts, or infrastructure programs. Knowledge of federal labor compliance requirements, including Davis-Bacon Act compliance. Bilingual communication skills are a plus. Education Associate’s or Bachelor’s degree in Business Administration, Construction Management, Public Administration, or related field preferred. Equivalent professional experience may be considered in lieu of formal education.
