Senior Management Analyst is an advanced journey-level classification in the Management Analyst series, responsible for complex, high-level analytical, policy, strategic planning, project leadership, budget, and asset-management work in support of the Public Works Department.
Essential Duties and Responsibilities

- Provides high-level analytical and strategic support to the Public Works Director and department leadership in the development of policy, resolution of complex organizational and operational issues, and implementation of City and departmental priorities.
- Leads the development, evaluation, and implementation of department-wide policies, strategies, frameworks, and long-range work plans; evaluates policy alternatives, fiscal and operational impacts, risks, implementation requirements, and anticipated community outcomes.
- Serves as project manager for high-profile, complex, sensitive, or cross-functional Public Works initiatives. Defines scope, governance, schedules, milestones, deliverables, budgets, and communication strategies; coordinates internal and external resources; identifies and manages risks; and reports on progress and outcomes.
- Leads development and continuous improvement of departmental asset-management principles, policies, governance, and decision frameworks for transportation, stormwater, streets, traffic systems, and other public infrastructure. Coordinates service-level objectives, condition and risk information, lifecycle planning, data standards, performance measures, and investment-prioritization criteria.
- Integrates asset-management information and strategic priorities with operating and capital planning, budget development, maintenance strategies, and long-term infrastructure investment decisions.
- Provides analytical support for the City's biennial budget and capital improvement program, including forecasting, scenario analysis, cost and fiscal-impact analysis, development of decision packages, resource-prioritization recommendations, expenditure monitoring, variance analysis, and performance reporting.
- Conducts complex research and data analysis related to programs, budgets, contracts, legislation, regulatory requirements, service levels, operational trends, and emerging issues; prepares clear, concise findings and evidence-based recommendations.
- Develops and evaluates performance measures, dashboards, service-level indicators, and program outcomes; identifies opportunities to improve policy alignment, operational effectiveness, accountability, transparency, and the efficient use of public resources.
- Monitors and analyzes federal, state, regional, and local policy, legislative, regulatory, and funding developments affecting Public Works; coordinates impact assessments, departmental responses, and implementation strategies.
- Prepares Council agenda materials, staff reports, briefing papers, policies, ordinances, resolutions, presentations, public information, and other complex administrative and communications documents.
- Plans and coordinates procurement and contractual services for assigned initiatives, including developing scopes of work, supporting consultant selection, monitoring schedules, budgets, deliverables, compliance, and contractor performance, and evaluating results.
- Represents the department in interdepartmental, regional, interagency, and community meetings, task forces, and public forums; serves as a liaison to partner agencies, utilities, professional organizations, and community stakeholders.
- Plans, coordinates, or supports public engagement for significant Public Works policies, programs, and projects; develops accessible materials, facilitates stakeholder discussions, documents input, and incorporates feedback into recommendations and implementation plans.
- Provides technical guidance and functional leadership to analysts, consultants, and cross-functional project teams; facilitates meetings, workshops, and training to support implementation, shared learning, and continuous improvement.
- May present to City Council, boards and commissions, and other public meetings and represent the City at meetings and events; attends evening and/or weekend meetings and events based on organizational responsibilities and requirements.
- Maintains confidentiality, professionalism, and ethical and equity-focused practices in all aspects of work.

Qualifications
Minimum Qualifications Bachelor's degree in business or public administration, public policy, finance, economics, planning, or a related field; supplemented by four (4) years of directly related public-sector experience involving complex policy or management analysis, strategic planning, program or project management, budgeting, organizational analysis, or infrastructure or asset management; or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State. Certifications and Licenses None required. May be required to possess and maintain a valid Washington State Driver License and the ability to drive a City-owned vehicle per established policies, procedures, and safety guidelines. Preferred Qualifications Experience in municipal Public Works, utilities, transportation, stormwater, infrastructure, or a closely related governmental operating environment. Experience developing or implementing asset-management policies, governance, service levels, lifecycle planning, performance measures, or risk-based infrastructure investment frameworks. Experience supporting municipal operating or capital budgets, capital improvement programs, long range financial planning, or Washington State Budgeting, Accounting and Reporting System (BARS) requirements. Experience leading high-profile or politically sensitive initiatives and presenting recommendations to executive leadership, elected officials, boards, commissions, or the public. Knowledge of Principles and practices of public administration, municipal government, strategic planning, policy development, organizational analysis, performance measurement, and program evaluation. Public Works functions and the policy, financial, operational, regulatory, and community considerations associated with planning, operating, maintaining, and investing in public infrastructure. Asset-management principles and practices, including governance, levels of service, condition and risk assessment, lifecycle planning, data stewardship, performance measurement, and investment prioritization. Municipal operating and capital budgeting, financial forecasting, cost and fiscal-impact analysis, capital improvement planning, and principles of Washington State public-sector budgeting and accounting. Project and program management methods, including project governance, scope, schedule, budget, risk, stakeholder, change, and performance management. Contract preparation and administration, consultant management, procurement procedures, and grant or external-funding compliance applicable to public-sector work. Methods of qualitative and quantitative research, data analysis, policy analysis, options evaluation, program evaluation, and preparation of evidence-based recommendations. Applicable federal, state, regional, and local laws, regulations, plans, standards, and funding requirements affecting municipal Public Works functions. City Council and public meeting processes, community engagement practices, and methods for communicating complex technical, financial, and policy information to varied audiences. Best practices in government transparency, accountability, equity, records management, confidentiality, and ethical conduct. Skills and Abilities Analyze and synthesize complex policy, financial, operational, technical, legislative, and community information; identify implications, alternatives, and risks; and develop sound, implementable recommendations. Exercise substantial independent judgment, initiative, discretion, and political awareness while managing high-profile, sensitive, or ambiguous assignments. Lead complex projects and cross-functional teams from concept through implementation; establish priorities, coordinate resources, manage competing demands, and deliver accurate work within established timelines. Translate strategic priorities and asset-management principles into policies, frameworks, work plans, performance measures, budget proposals, and operational practices. Develop and analyze operating and capital budgets, forecasts, cost estimates, fiscal impacts, resource alternatives, and financial or performance reports. Prepare comprehensive, accurate, concise, and audience-appropriate Council materials, reports, policies, presentations, decision documents, and public communications. Present complex information clearly and credibly to executive leadership, elected officials, boards, commissions, partner agencies, technical professionals, community members, and other stakeholders. Facilitate productive meetings, workshops, negotiations, and public engagement processes involving diverse interests, technical perspectives, and competing priorities. Establish and maintain collaborative working relationships across departments and with regional agencies, utilities, consultants, contractors, community organizations, and members of the public. Use Microsoft Office Suite and applicable department- or organization-specific systems; learn and effectively use specialized analytical, financial, project-management, asset-management, data-visualization, and online meeting tools as required.
