ESS Project Manager

Position Summary CompQsoft is seeking an experienced and innovative Project Manager Professional to lead cross‑functional teams in support of government contracts, focusing on our ES2D Naval ESS and other Department of Defense (DoD) modernization efforts. The ideal candidate will demonstrate proven expertise in all phases of the System Development Life Cycle (SDLC), possess strong stakeholder management capabilities, and excel at managing multiple concurrent projects utilizing PMI standard practices for cost and schedule performance methodology. This position requires a strategic leader who can develop project work plans, define scope and schedules, manage budgets, identify required resources, determine dependencies, quantify risk, and communicate effectively with project stakeholders while ensuring compliance with contractual obligations and customer satisfaction. Key Requirements Project Management & Execution Lead cross‑functional teams nationally and internationally in support of USACE ESS programs and DoD modernization initiatives Review Requests for Proposals (RFPs) and develop comprehensive statements of work and project plans Define project scope, schedule, and budget while identifying required resources and dependencies Monitor and manage project production for compliance with schedule, budget, and quality objectives Oversee analysis, design, execution, and support of all assigned projects, including resource planning, team selection, risk assessment, and budget management Effectively manage multiple concurrent running projects utilizing PMI standard practices and Earned Value Management System (EVMS) tools Stakeholder & Communication Management Develop, manage, and maintain project level client communications management plans Review and oversee client changes required and progress toward those changes Ensure complete, end‑to‑end testing and client signoff for test success prior to all go‑live, cutover, migration, and other live activities Develop and maintain strong working relationships and strategic partnerships with key stakeholders/customers to maximize program effectiveness Technical & Systems Oversight Direct overall efforts to modernize United States Air Force, Army, Marine, Navy and Space Force Electronic Security Systems (ESS) and Communications Systems Develop and implement best practices in project management and technical security installations Conduct site surveys, develop requirements, scope of work, and assist in developing design packages Interface with engineering departments to verify or correct issues with blueprints and installation guides Ensure overall success of project activities in line with Program Mission Coordinate and work with government personnel daily to achieve business outcomes and stakeholder satisfaction Risk & Quality Management Quantify project risks and develop mitigation strategies Uncover and take effective actions on hidden problems and risks #J-18808-Ljbffr Compqsoft Inc
