Financial Services Analyst 2

Job Summary Under general supervision, the Financial Services Analyst 2 oversees research proposals, awards and transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. The role provides post‑award grants administration, accounting, and purchasing support including financial reports, payroll reconciliation, and budget administration. It interprets federal, private, and university policies, manages PI funding portfolios, and liaises with Research Management Services and the HR Service Center. The analyst approves lab orders via the BearBuy purchasing system and MyExpense approvals for all reimbursements in assigned labs. Responsibilities Establish new accounts and close old speedtypes. Prepare monthly, quarterly, and bi‑annual budget status reports for all contracts and grants. Project expenditures to the end of the grant year and identify items requiring PI attention. Assist PIs with planning for future spending and provide solutions to potential funding issues. Review, monitor, and process payroll funding entries from the UCPath system and perform monthly verification of payroll expenses. Assist PIs with effort reporting by verifying payroll expenditures and project budgets. Reconcile ledgers with purchasing records and serve as reconciliation reviewer for PI accounts. Monitor expenditure of extramural funds to minimize overdrafts and prepare payroll and cost transfers. Serve as Default Approver in the BearBuy system to ensure appropriate funding sources are used for lab orders. Serve as Reviewer or Acknowledger for Department reconciliation packets for assigned labs. Advise Principal Investigators on policies and procedures and close out accounts for completed fund years. Assist in final reconciliation and audit of departmental financial ledgers and reports for both intramural and extramural funds. Prepare Funding Status Reports (FSRs) with Contract & Grants in a timely fashion. Stay current with changes in NIH and private agency policies and serve as a department resource on extramural fund procedures. Participate in Anatomy and Microbiology & Immunology Finance Team meetings. Provide support to Research Management Services in proposal and progress report preparation. Assist PIs in resolving issues with RMS staff. Provide funding information for all employees in assigned labs. Work with the HR Service Center to resolve appointments, funding changes, and other HR actions related to the PI’s portfolio. Update the department Fund List to provide an updated account reference. Work closely with AA staff on grant preparation, purchasing, and reimbursements. Qualifications Bachelor's degree in a related field or equivalent experience/training. 1–2 years of relevant experience. Discretion and confidentiality in handling sensitive information. Proficiency in information technology systems such as MyCores, Bearbuy, MyExpense, Oracle, MyReports, Connexxus, Peoplesoft, ServiceNow. Knowledge of applicable federal, state, local, and sponsor regulations, policies, and guidelines. Ability to manage a high volume of transactions and perform moderately complex financial analysis. Competence in spreadsheets and database software for financial analysis and reporting. Strong organization, communication, and customer service skills. Knowledge of grant funding processes, procedures, and techniques. Excellent writing skills for diverse audiences. Research ability to resolve complex grant issues. Reliable attendance and superior organizational skills for demanding timeframes. Preferred Qualifications Current knowledge of compliance regulations in research administration. Knowledge of generally accepted accounting, fiscal, and reporting principles. Understanding of compliance requirements related to human or animal subjects, financial conflicts of interest, and biosafety. Thorough knowledge of UCSF Systems. Working knowledge of common organization‑specific and other computer applications. Knowledge of applicable institutional regulations, policies, and guidelines.
