SUPERVISING PUBLIC HEALTH NURSE

Supervising Public Health Nurse Salary: $9,504 – $12,981 per Month Summary of Position: The Health Department’s Public Health Bureau seeks a full‑time Supervising Public Health Nurse (SPHN) to lead the Enhanced Care Management (ECM) program in Monterey County. The SPHN coordinates and supervises health‑related services, including comprehensive case management, education, prevention and collaboration with community resources. The role guides a multidisciplinary team to deliver client‑centered care to individuals experiencing homelessness, chronic medical conditions, frequent emergency department use and severe mental health diagnoses. Principal Responsibilities Plan, assign and review staff work; hire, train and evaluate team members and recommend disciplinary action when appropriate. Coordinate program operations with county departments and external agencies. Supervise and directly participate in complex health service programs. Assess program needs, recommend and implement policies and procedures to meet short‑ and long‑term goals. Provide technical expertise in medical, nursing, technical and administrative aspects of programs. Prepare annual program plans and analyze cost‑revenue input for budgets and grants. Administer grant funds and budgets; evaluate financial aspects of programs versus approved budgets. Develop evaluation methods to assess program effectiveness. Serve on committees, task forces and as liaison to state and other government agencies. Compile management reports and program evaluations. Qualifications Strong knowledge of public health nursing principles, methods and procedures. Working knowledge of public health program coordination, basic budget and grant administration, applicable laws, codes and standards. Understanding of community resources and staff supervision and development practices. Knowledge of medical specialties relevant to assigned programs (e.g., maternal/child health, immunization, communicable disease). Ability to analyze data, evaluate problems, develop solutions and communicate effectively. Proficiency in planning, coordinating multi‑faceted projects and exercising independent judgment. Excellent written and oral communication skills. Capacity to maintain cooperative relationships with community representatives. Capability to work independently with little supervision. Knowledge of relevant laws, regulations and policies. Education and Experience: Bachelor’s Degree in Nursing with a certificate in Public Health Nursing or equivalent coursework, and two years of progressively responsible public health program experience, including lead‑worker duties. Conditions of Employment Active California RN license and Public Health Nursing certificate. Valid California Class C driver’s license or approved transportation. Availability for a flexible schedule, including evenings, weekends, holidays, and emergencies. Successful background check, including fingerprinting.
