BPS enrolls over 17,000 students identified as English Learner students (ELs), with approximately 3,000 ELs with disabilities. In addition, BPS enrolls over 10,000 students with disabilities, with approximately 3,000 MLLs with disabilities. BPS believes that schools are the unit of change where educational teams create rigorous, supportive, and safe environments for every child to reach their full potential. The Office of Multilingual and Multicultural Education (OMME) is committed to ensuring BPS students acquire the 21st‑century bi‑literacy skills and cross‑disciplinary knowledge required for success in college and/or careers. The Equity & Accountability Team of OMME supports schools and central administration for legal compliance and equitable access to services, ensuring English Learner students receive the services and programming they need, aligned with current research and the BPS vision, mission, and goals. Position Overview The Senior Director of Operations and Accountability will assist the Deputy Chief of Operations and Accountability and oversee key areas of Multilingual Learner compliance and operations. The role’s scope is defined by the Continuous Improvement and Monitoring Plan and DESE’s requirements for ELE programs. The position will lead work on adapting current district operational systems and collaborate on building new systems as required by DESE and the District’s Inclusive Education Plan. The role will manage the recently procured Ellevation digital platform, integrate data and record‑keeping procedures, and lead a team of Equity and Accountability program managers. Duties and Responsibilities State Compliance and Tiered Focused Monitoring: Manage completion of operational and compliance items within the district’s Continuous Improvement and Monitoring Plan resulting from DESE Tiered Focus Monitoring. Develop and implement internal systems to monitor district compliance with the 12 ELE criteria assessed by DESE. Create and manage systems for the self‑assessment and verification phases of TFM and Monitoring Plans. Write, revise, and implement ELE program guidance in line with DESE guidance. Manage the ELE program proposal process for schools, ensuring proposals adhere to DESE guidelines and district vision. ML Operations and Compliance Structural Change: Establish, manage, evaluate, and improve operational systems for multilingual learners in line with DESE regulations. Develop sustainable staffing models for ESL service delivery, balancing compliance, program models, school constraints, student needs, and fiscal responsibility. Operationalize ESL staff scheduling guidance and adapt to schools’ unique needs. Integrate OMME teams into the IPT process at schools and in central office. Data Management and Ellevation: Lead implementation of the Ellevation platform for ML record keeping and training staff to utilize it. Plan archiving of physical records and integration with the digital platform. Ensure secure and efficient data management processes for all compliance data. Assist with the district’s administration of the annual ACCESS assessment. Analyze ML data trends to inform district strategy and guidance. Newcomers Assessment and Counseling Center: Integrate Ellevation into NACC testers’ systems, provide training, monitoring, and guidance. Develop data management procedures for the NACC team. Support K1 screener data validation process. Provide ongoing support to NACC aligned with CIMP and the district’s inclusive education goals. Team Management and Evaluation: Directly manage and evaluate a team of Equity and Accountability liaisons. Develop evaluation systems that foster growth, improvement, and support to improve employee retention. General Support: Perform other tasks as requested by the Deputy Chief of Operations and Accountability. Qualifications - Required Master’s Degree (Public Policy, ESL, Applied Linguistics, or Educational/Organizational Leadership preferred). 3–5 years of experience managing projects and compliance work with increased responsibilities and performance. 3–5 years of proven leadership experience in educational program management or a similar role. Knowledge of national research and best practices for closing the achievement gap for MLs. Capacity to cultivate a constructive team dynamic and produce high‑quality work in a timely manner. Strong commitment to equity and understanding of racial, ethnic, linguistic, and cultural identities in education. Excellent interpersonal, verbal, written, editorial, and organizational skills. Mastery of Excel, data analysis, interpretation, and visualization; ability to present data succinctly and accurately. Critical thinking, problem solving, cross‑departmental relationship management, and adaptability to changing educational landscapes. Strong focus on goals, results, clear metrics for success. Excellent execution and project management skills; ability to balance big picture with detailed steps. Ability to work independently, exercise judgment, manage multiple tasks and priorities. Ability to develop and articulate a clear vision and mission; offer innovative solutions. Familiarity with Boston and Boston Public Schools. Current authorization to work in the United States. Preferred Juris Doctor or Doctoral Degree in a related field. Knowledge of program design, implementation, and evaluation for Dual Language, Transitional Bilingual Education, Sheltered Instruction, and SLIFE Programs. Second language proficiency in Spanish, Haitian Kreyol, Chinese (Mandarin or Cantonese), Vietnamese, Cape Verdean Creole, Portuguese, or Somali.
