Job Description The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the System Innovation department in the collection, reporting, and analysis of data related to division and initiatives. This includes support for the Division of District Innovation and School Models whose mission is to support districts to serve more students in high-quality, best fit campuses every year. The District Support System Data Analyst plays a critical role analyzing data related to school model implementation and outcomes, Pre‑K partnership outcomes, and rural partnerships outcomes to inform Agency policies and supports. Duties also include providing consultation and assistance with planning and analyzing data from pilot and evaluative program projects. This role supports data‑informed decision‑making through consultation about, building, updating, and maintaining metrics and data visualizations. This analyst uses various analytical tools to build and update reports, dashboards, and other data products, including but not limited to Excel, PowerBI, Smartsheet, and SAS EG. This analyst serves as the subject‑matter expert for school model and pre‑K partnership data ecosystems and designs data tools for program‑area clients. This analyst performs complex data analysis on the relationships between data points; prepares concise, comprehensive technical reports and slide decks to present key findings and interpret data; identifies alternatives; and makes and justifies recommendations for data revisions. The person in this role assists in defining, developing, and implementing data standards, and assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. The analyst works within their team to manage analytical projects, develop high‑quality documentation, cross‑train on specialized tasks, and provide support in the form of consultation and quality checks across projects. The analyst works under general supervision with moderate latitude for the use of initiative and independent judgment. This position requires up to 5% travel, based on business needs, to support program initiatives, collaboration, and operational priorities. Flexible work location within the state of Texas may be considered for qualified candidates. Essential Functions Client support – Deeper analysis: Write original SAS code to query and compile data, perform complex journey‑level analysis on relationships between data, build data visualizations, interpret findings, and communicate results and key insights to respond to policymakers and identified client units. Client support – Dashboards, surveys, reports and other data products: Use tools such as PowerBI, Qualtrics, and VBA macros to design, build, update, and maintain existing and emerging dashboards, surveys, reports and other data products that support identified client units. Client support – Strategic advising & subject‑matter expert: Serve as an essential partner to identified client units, guide decision‑making and align EDRS collaborations with clients’ needs and goals, servicing as a subject‑matter expert for client data systems. Documentation development: Develop and use systems to document data products and processes for internal collaboration and external use. Quality control processes: Write original SAS code to identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data through comprehensive quality assurance procedures for dashboards, reports, and other data products generated by the District System Support division. Qualifications Minimum Qualifications Education: Graduation from an accredited four‑year college or university. Experience: At least three (3) years of experience in data analysis, research, compilation, and/or reporting work. Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Knowledge of statistical procedures used in the analysis of data sets. Experience working with large data sets and educational systems are preferred. Experience with compiling and reviewing educational data sets. Skill in analyzing problems and devising effective solutions. Understanding of educational systems and relevant state and federal K‑12 education policy and research base. Experience with designing instrumentation for manual data collection. Experience with record keeping, including security procedures for handling, protecting and distribution confidential data. Skill in SAS, SQL, and other applicable programming and statistical languages and packages. Experience in developing engaging visualizations of data using PowerBI. Skill in writing technical documentation to support implementation and continuous improvement. Ability to maintain accuracy and attention to detail. A desire to self‑reflect, give & receive feedback, and continuously improve. Capable of engaging in a collaborative, results‑oriented team environment.
