Stewardship, Territorial Lands Management Division Manager

The Position

Under the general supervision of the Chief Operating Officer (COO) or designate, the Stewardship, Territorial Lands Management (STLM) Division Manager is responsible for the leadership, management, planning, implementation, and oversight of the Nation's stewardship, lands, marine, environmental, archaeological, resource management and territorial protection activities. The position provides operational leadership to programs and initiatives that support the protection, management, and sustainable use of shíshálh lands, waters, marine resources, cultural heritage resources and traditional territories.

The STLM Division Manager ensures that departmental operations support the Nation's environmental, cultural, stewardship, and territorial priorities while maintaining compliance with applicable legislation, funding agreements, policies, permits and operational standards. The position is responsible for leading a multidisciplinary team and coordinating the implementation of approved departmental work plans and operational priorities.

Department Leadership and Administration

• Lead and manage the STLM Division.
• Develop annual work plans.
• Establish departmental priorities.

Stewardship and Environmental Management

• Develop stewardship strategies and operational plans.
• Monitor cumulative effects and environmental risks.

Territorial Lands Management

• Oversee land use planning initiatives.
• Coordinate land referrals and reviews.
• Support territorial planning processes.
• Manage land-related operational projects.
• Monitor land use activities within the territory and coordinate land stewardship initiatives.

Marine Planning and Resource Protection

• Support marine planning activities.
• Coordinate marine stewardship initiatives.
• Monitor marine resource activities.
• Support protection of marine ecosystems.
• Work collaboratively with government agencies and partners.
• Support marine-related strategic priorities.

Resource Management

• Oversee resource management programs.
• Coordinate fisheries, forestry, wildlife, and environmental initiatives.
• Support scientific monitoring and research activities.
• Manage resource data and information systems.
• Coordinate technical reviews and assessments.

Archaeology and Heritage Protection

• Protect cultural and archaeological resources.
• Coordinate archaeological assessments.
• Support cultural heritage initiatives.
• Monitor heritage protection activities.
• Ensure compliance with applicable heritage legislation and protocols.

Community Engagement

• Support community engagement activities.
• Participate in community meetings and events.
• Promote awareness of stewardship initiatives.
• Respond to inquiries related to departmental activities.
• Support transparent communication with Members.

Financial Management

Working collaboratively with Finance to:

• Develop annual budgets.
• Monitor expenditures.
• Review financial reports.
• Ensure compliance with funding agreements.
• Support funding applications.
• Promote responsible use of departmental resources.

Intergovernmental and Technical Collaboration

• Participate in technical working groups.
• Coordinate information sharing initiatives.
• Support implementation of approved agreements.
• Collaborate with neighboring Nations where appropriate.

Governance and Operational Boundaries

The STLM Division Manager is an operational leadership position.

The position shall:

• Manage stewardship programs.
• Lead environmental initiatives.
• Coordinate territorial management activities.
• Implement approved priorities.
• Manage departmental resources.

The position shall not:

• Lead political negotiations.
• Establish governance policy.
• Develop governance frameworks.
• Create Rules of Procedure.
• Lead jurisdiction negotiations.
• Represent Chief and Council politically.

Qualifications, Skills and Abilities:

• A Master’s Degree in Environmental Science, Natural Resource Management, Land Use Planning, Indigenous Governance, Biology, Forestry, Fisheries, Archaeology, Geography, or related discipline.
• A Business Administration Degree would be an asset.
• Minimum seven (7) years of progressive leadership experience.
• Minimum five (5) years managing multidisciplinary teams.
• Experience working with Indigenous governments.
• Experience managing environmental and stewardship programs.
• Experience with regulatory processes and environmental legislation.
