NOTE: TEMPORARY APPOINTMENT WITH A NOT TO EXCEED (NTE) DATE: 12/07/2026 Civil Rights Coordinator Overview The Civil Rights Coordinator (CRC) serves as chief staff officer to the Director of Transportation, responsible for overseeing and administering a department-wide comprehensive Civil Rights program. Responsibilities include setting overall program strategy, priorities, goals, policies, and plans; acquiring and managing resources and personnel; establishing effective relationships with internal and external stakeholders; supervising a staff of civil rights specialists; serving as a departmental liaison and authority on civil rights matters; advocating principles and concepts in fulfilling legislative intent. Prerequisite Knowledge and Abilities Knowledge of civil rights laws, rules and regulations, including Title VI, Disadvantaged Business Enterprise, Equal Employment Opportunity, and Americans with Disabilities programs; research, investigation, analytical and problem solving techniques; report writing; and principles of supervision. Ability to plan, organize, coordinate, evaluate, and direct a comprehensive civil rights compliance program; interpret and implement program requirements; analyze complex problems; provide expert advice to DOT management; formulate policies; establish priorities; maintain working relationships; communicate effectively; exercise judgment, confidentiality, discretion, creativity, and logic; negotiate and mediate differences; formulate budget and staffing; and evaluate subordinates’ work. Experience Requirements General Experience: Two and a half (2 ½) years of progressively responsible professional or analytical work experience involving gathering, evaluating, and analyzing facts, applying statutory provisions, and preparing clear reports. Specialized Experience: Two (2) years of progressively responsible professional work experience in a civil rights program (e.g., ADA, DBE, Title VI, EEO) involving development, implementation, monitoring, evaluation, and resolution of civil rights complaints. Supervisory Experience: One (1) year of supervisory experience, including planning, directing, assigning, training, evaluating, and disciplining subordinates.
