Fleet & Facilities ManagerUnder the general direction of the General Manager, the Fleet & Facilities Manager oversees the daily operations of the Fleet and Facilities Maintenance Department, providing leadership, direction, and support to supervisory and maintenance staff. The position plans, organizes, directs, and evaluates the maintenance, repair, and improvement of agency fleet, facilities, buildings, grounds, passenger amenities, and related assets to ensure safe, reliable, and efficient operations.The Fleet & Facilities Manager administers preventive and corrective maintenance programs, establishes priorities, manages budgets, contracts, personnel, and resources, and ensures compliance with federal, state, local, and agency policies, procedures, and safety standards. This position collaborates with internal departments, contractors, consultants, and regulatory agencies to support daily maintenance operations, capital projects, and long-term asset management initiatives while promoting a safe, productive, and efficient work environment.Fleet Maintenance Operations:Oversees the quality and effectiveness of all fleet maintenance activities to ensure vehicles, equipment, and related assets remain safe, reliable, and in a state of good repair.Plans, organizes, coordinates, and schedules preventive maintenance and repair activities for fleet vehicles, shop equipment, and maintenance tools.Establishes, reviews, and maintains standards for vehicle safety, availability, readiness, repairs, serviceability, reliability, and performance.Ensures preventive maintenance inspections are completed on schedule and in accordance with manufacturer recommendations, regulatory requirements, and industry best practices.Coordinates with JTA personnel regarding fleet configuration, vehicle availability, service requirements, and maintenance scheduling to support uninterrupted service delivery.Reviews maintenance performance, quality assurance measures, and operational data to identify opportunities for improvement and ensure effective maintenance practices.Develops, implements, and administers fleet maintenance policies, procedures, programs, and standards consistent with JTA goals and applicable federal, state, and local requirements.Maintains and evaluates fleet tracking, asset management, and work order systems to monitor vehicle condition, maintenance needs, and operational readiness.Maintains accurate records related to vehicle repairs, road calls, preventive maintenance inspections, parts inventory, fuel and fuel usage, tires, shop activities, contractors, and other maintenance operations.Prepares reports, performance summaries, and recommendations related to fleet maintenance activities.Facilities:Oversees the preservation, maintenance, repair, and improvement of agency facilities, including buildings, transit centers, shelters, bus stops, Park & Ride facilities, grounds, equipment, and related assets.Plans, prioritizes, schedules, and monitors facility maintenance work orders, preventive maintenance programs, repairs, and improvement projects.Coordinates facility maintenance activities performed by JTA staff, contractors, and vendors to ensure safe, efficient, and cost-effective operations.Manages facility repairs, capital improvements, remodeling, construction projects, and related maintenance activities.Inspects facilities for safety hazards, maintenance needs, accessibility requirements, and regulatory compliance.Reviews facility projects during progress and upon completion to ensure quality, safety, and adherence to specifications.Ensures facilities maintenance operations comply with applicable safety, environmental, accessibility, and regulatory requirements.Budget and ObjectivesKnowledge of budget development, financial reporting, and fiscal management practices.Ability to prepare, analyze, and present clear and accurate budget reports, financial summaries, and cost analyses.Ability to monitor expenditures, evaluate financial performance, and support effective budget planning and decision-making.ProfessionalismConduct duties with professionalism, integrity, and the highest ethical standards.Exercise discretion and maintain the confidentiality of sensitive and confidential information.Model expected behaviors and lead by example.Develop and maintain positive, respectful, and cooperative working relationships with employees, the community, and stakeholders.MiscellaneousPreferred but not required valid Class A or Class B Commercial Driver's License (CDL) with passenger endorsement.Other Duties: Perform other related duties as assigned and required.QualificationsEducation and Experience: Any combination of education, training, and experience equivalent to a high school diploma or GED, with five (5) years of related fleet maintenance, vehicle maintenance, facilities, or operations experience, including three (3) years of supervisory or lead experience overseeing technical staff, maintenance programs, or operational activities. Must possess knowledge of fleet and facility maintenance practices, safety management principles, budgeting, and maintenance operations.Preferred: Bachelor's degree in Public Administration, Business Administration, Operations Management, or a related field from an accredited college or university.Equivalent combinations of education, training, and experience that demonstrate the ability to successfully perform the essential functions of the position will be considered.Knowledge, Skills and AbilitiesKnowledge of transit fleet maintenance, vehicle mechanics, facility systems, and emerging zero-emission technologies.Knowledge of preventive maintenance, asset management, capital planning, budgeting, and financial management practices.Knowledge of applicable regulations, industry standards, safety practices, labor agreements, and maintenance systems.Ability to lead and empower diverse teams while fostering a collaborative, safety-focused, and accountable work environment.Ability to manage maintenance operations, capital projects, budgets, and financial performance effectively.Ability to analyze data, prepare technical reports, maintain accurate records, and support informed decision-making.Ability to develop and implement policies, procedures, and continuous improvement initiatives.Ability to establish and maintain effective working relationships with employees, stakeholders, vendors, and the public.Conditions of EmploymentMust successfully pass a pre-employment drug and alcohol test as a condition of employment.If selected for employment, must provide documentation verifying identity and authorization to work in the United States in accordance with the Immigration Reform and Control Act of 1986 (IRCA).Must successfully complete a background check consistent with the requirements of the position and agency policy.Must maintain a satisfactory driving record and meet applicable agency driver qualification requirements.Work ScheduleFull-time position (40 hours) during normal business times. The position includes a six-month introductory period, with annual salary adjustments based on performance evaluations and cost-of-living considerations at the discretion of the General Manager.Employees accrue general leave and sick leave in accordance with agency policy. Benefits become effective following completion of the first full month of employment and include medical, dental, vision, life insurance, and retirement benefits. Additional supplemental benefits may be available at the employee's expense.This is an exempt non-represented position, as defined by the Fair Labor Standards Act (FLSA).
