Pay Range $119,000 – $134,000 Position Summary The Project Manager has full authority and responsibility for the cost, schedule, technical performance, quality, safety, and profitability of assigned ship repair and modernization projects. The incumbent serves as the primary customer interface throughout project execution and is accountable for successfully delivering projects that meet contractual requirements while exceeding customer expectations. The Project Manager leads cross‑functional teams through all phases of project execution, including planning, engineering integration, production, testing, certification, turnover, and project closeout. Responsibilities include managing labor, materials, subcontractors, government‑furnished material, production sequencing, and customer relationships to achieve timely, safe, and profitable project completion. Projects may include U.S. Navy Depot Selected Restricted Availabilities (DSRA), Dry‑Docking Selected Restricted Availabilities (DSRA), Depot Maintenance Periods (DMP), modernization availabilities, combat systems upgrades, machinery modernization, propulsion upgrades, electrical modernization, network upgrades, and integrated testing and certification activities. The successful candidate will possess a strong understanding of NAVSEA maintenance and modernization processes, including the Joint Fleet Maintenance Manual (JFMM), NAVSEA Standard Items, Integrated Production Scheduling (IPS), Work Authorization Forms (WAFs), Condition Found Reports (CFRs), Request for Contract Changes (RCCs), Alteration Installation Team (AIT) coordination, testing and certification requirements, and government contract administration. Essential Functions and Major Responsibilities Project Leadership Leads all aspects of assigned ship repair and modernization projects from award through final delivery. Assumes full profit and loss responsibility for assigned projects. Develops and executes project strategies to achieve contract objectives while maximizing profitability. Serves as the primary customer interface for project execution, contract changes, schedule recovery efforts, and issue resolution. Leads project teams consisting of project engineers, superintendents, planners, schedulers, quality personnel, and subcontractors. Planning & Execution Directs project planning activities including work package development, production sequencing, resource loading, material planning, subcontracting strategy, and schedule development. Ensures all project activities are aligned with Integrated Production Schedules (IPS), key milestones, contractual requirements, and customer expectations. Coordinates engineering, production, quality, logistics, testing, and subcontractor activities to ensure efficient project execution. Identifies project risks early and develops mitigation and recovery plans to minimize schedule and cost impacts. Drives execution of critical path work and continuously monitors project performance against baseline plans. Contract & Change Management Interprets specifications, drawings, technical work documents, contract requirements, and government directives. Oversees preparation, negotiation, and resolution of Condition Found Reports (CFRs), Request for Contract Changes (RCCs), and contract modifications. Ensures all changes are properly documented, priced, negotiated, and incorporated into project plans. Works closely with Contracting and Estimating personnel to maximize recovery of authorized growth work. Maintains detailed documentation supporting schedule impacts, change orders, claims, and equitable adjustments. NAVSEA Maintenance & Modernization Coordinates execution activities involving Ship’s Force, AITs, government representatives, subcontractors, and production teams. Integrates modernization activities with maintenance execution to minimize interference and maximize production efficiency. Supports execution of combat systems modernization, electrical upgrades, machinery modernization, structural modifications, and integrated testing activities. Facilitates resolution of production conflicts involving multiple stakeholders and competing priorities. Supports achievement of key modernization milestones including system testing, light‑offs, certifications, and turnover events. Financial Management Monitors project financial performance utilizing earned value management principles and project controls. Reviews labor performance, material expenditures, subcontract costs, and forecasted project outcomes. Develops Estimate at Completion (EAC) projections and identifies opportunities to improve project performance. Ensures accurate forecasting and reporting of cost, schedule, and profitability metrics. Actively evaluates make‑versus‑buy decisions to optimize project outcomes. Leadership & Team Development Provides leadership, coaching, and direction to assigned project personnel. Promotes accountability, teamwork, and continuous improvement across the project organization. Evaluates performance of direct reports and provides meaningful developmental feedback. Develops future project leaders through mentoring and knowledge transfer. Leads project lessons‑learned activities and ensures best practices are incorporated into future work. Safety & Quality Promotes a strong safety culture throughout project execution. Ensures compliance with all environmental, safety, quality, and regulatory requirements. Supports execution of quality management processes, inspection plans, testing requirements, and objective quality evidence (OQE) documentation. Ensures work is executed in accordance with NAVSEA requirements, company procedures, and contractual obligations. Job Scope The Project Manager operates with significant autonomy and is expected to make independent decisions regarding project execution, staffing, schedule recovery, customer engagement, subcontractor management, and financial performance. Typical project values range from $500,000 to $50 million+, with durations ranging from several weeks to multiple years. Projects frequently involve multi‑trade execution, extensive modernization work, government oversight, complex testing requirements, and significant schedule and cost risk. The position directly influences customer satisfaction, future contract opportunities, company profitability, and overall organizational reputation. Supervisory Responsibility May manage up to fifty employees directly or through subordinate supervisors. Thorough knowledge of NAVSEA maintenance policies and procedures. Working knowledge of the Joint Fleet Maintenance Manual (JFMM). Knowledge of NAVSEA Standard Items and technical specifications. Strong understanding of Integrated Production Scheduling (IPS). Experience managing CFRs, RCCs, WAFs, and contract modifications. Knowledge of DDG‑51 and LCS platform maintenance and modernization requirements preferred. Strong understanding of combat systems modernization and integration activities preferred. Proven leadership capability in complex multi‑craft industrial environments. Strong negotiation and customer management skills. Excellent financial and business acumen. Strong written and verbal communication skills. Ability to effectively manage competing priorities in a fast‑paced environment. Working knowledge of Earned Value Management Systems (EVMS) and project controls. Strong problem‑solving and decision‑making abilities. Education and/or Experience Bachelor’s degree in Engineering, Marine Engineering, Naval Architecture, Construction Management, Project Management, or a related technical discipline preferred. Equivalent maritime industry experience may be substituted. Minimum five (5) years of progressively responsible ship repair, shipbuilding, maintenance, or modernization experience. Minimum five (5) years of project management experience with responsibility for cost, schedule, quality, and customer satisfaction. Preferred Qualifications NAVSEA project management experience. Experience executing DDG‑51 modernization and maintenance availabilities. Experience supporting Littoral Combat Ship (LCS) maintenance and modernization efforts. Experience managing DSRAs, DMPs, Chief of Naval Operations (CNO) availabilities, and major modernization projects. Experience coordinating AITs, Ship’s Force, Government personnel, and subcontractors. Experience with combat systems, electrical, mechanical, structural, and integrated testing programs. Demonstrated success managing projects exceeding $100M in value. Certificates, Licenses, and Registrations Project Management Professional (PMP) certification preferred. EVMS certification or training preferred. Lean, Six Sigma, or equivalent continuous improvement training preferred.
