This is true whether or not you have to register with another jurisdiction.This position has regular contact with or control over Indian Children and Vulnerable Adults. In compliance with Federal Law, this position will not be filled by an applicant with any felonious offense or any of two or more misdemeanor offenses under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact, or prostitution; crimes against persons; or offenses committed against children.GENERAL SUMMARY The Technician/Responder is responsible for coordinating disaster response, emergency management activities, providing training, assist with preparing emergency plans and procedures for natural or man-made emergencies. This position ensures the confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.PRIMARY RESPONSIBILITIES Primary responsibilities are the basic job duties that an employee must be able to perform. The omission of a function does not preclude management from assigning duties not listed if such duties relate to the position.Prepare plans that outline operating procedures to be used in response to disasters or emergencies and in recovery of disasters or emergencies.Keep informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations. Complete emergency status reports that describe response and recovery efforts, needs, equipment used, and preliminary damage assessments for all incidents within a timely manner. Prepare and submit reports as required by supervisor, Tribal, and Federal authorities with legal overview over the program.Inspect facilities and test equipment to determine the operational and functional capabilities in emergency situations. Develop and perform evaluations and tests of the Comprehensive Emergency Management Plan (CEMP) plan in accordance with federal and state regulations. Keeping in mind that the Nisqually Tribe is a sovereign nation.Coordinate the data, maintenance, and organization of all Emergency Management supplies, equipment, and vehicles.Create and maintain inventory of all Emergency Management Supplies, equipment, and vehicles. Creates and deploys annual training and safety instructions for use of Emergency Management equipment and vehicles.Maintain current information, summaries, and/or displays on all incidents.Make information about the incident available to Emergency Management staff.Work with and train a variety of individuals from diverse backgrounds and all educational levels.Assist during community and employee preparedness events.Plan, manage, facilitate ongoing communications for multiple concurrent complex projects.Provide monthly written update/summary of activities for department leadership, Tribal members, newsletters, and Staff.Inform tribal community of opportunities for the creation of culturally based programs and services and work with staff and committees to prioritize interests and needs.Responsible for identifying and securing space to utilize for cultural functions and activities. Attend various on-going meetings as may be required or necessary to create and promote cultural preservation and development efforts.Work with staff to create flyers, posters, and calendars for various events and activities.Plans, coordinates, and implements culturally based functions and activities.Promote and educate the community about the value and importance of native culture to modern daily life and potential benefits to future generations.Respond to all incidents in a timely manner.Perform as an emergency responder during any natural or man-made emergenciesEnsure safety compliance standards/procedures during response of all emergency incidentsAttend training courses and meetings as appropriate for this position. Perform other duties as assigned.MINIMUM QUALIFICATIONS Education and ExperienceHigh School Diploma or Equivalent.4 years' experience in Emergency Management or continuity of operations.Must complete and maintain Incident Command System (ICS) Training Certification: ICS 100/ICS200 and pass ICS300-ICS700-ICS-800 – L580 and L581 within two years of employment.Must obtain and maintain CPR, First Aid, AED Certification.Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance.Successfully passed a pre-employment drug screen and criminal background check.The ability to work with vulnerable populations, including adults and children.Must pass a State and National (FBI) criminal history background check prior to employment.PREFERRED QUALIFICATIONS Hazardous Waste Operation & Emergency Response Certification (OSHA 29 Compliant)Occupational Safety and Health Standard Certification (OSHA 510)Community Emergency Response CertificationFEMA Emergency Management for Tribal Governments Certification.Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.Experience working with Federally Recognized Tribes.SUPERVISION This position does not supervise. This position reports to the Communications Manager. COMPETENCIES Possesses the knowledge, skills, and abilities to successfully perform the primary responsibilities of the position.Knowledge of relevant equipment, policies, procedures and strategies to promote effective logistics operations.Knowledge of MS Office Suite products with emphasis in excel and word.Expert writing skills and ability to write under pressure with short deadline.Expert knowledge of a wide range of qualitative and quantitative methods and procedures to investigate and evaluate facts and trends related to domestic emergency initiatives and the preparation of appropriate responses.Analytical ability and foresight needed in the identification and effective resolution of program issues.Ability to perform manaul work/labor during any incident, lift heavy items and being available during any incident. Ability to problem solve effectively.Ability to perform work safely and efficiently in adverse conditions and weather i.e. current, limited visibility, rainstorm, wind, low level hazmat.Ability to operate and maintain program equipment including powerboats.Ability to problem solve effectively.Ability to positively represent the Nisqually Indian Tribe.Ability to perform strenuous work in difficult conditions.Ability to communicate effectively orally and in writing.Ability to follow and adhere to policies and procedures.Ability to establish and maintain effective working relationships.Ability to work independently and as part of a team.Ability to positively represent the Nisqually Indian Tribe.WORKING ENVIRONMENT/CONDITIONS The work environment and exposures described here are representative of those an employee encounters while performing the primary responsibilities of this job. Work will be conducted indoor and outdoor and may be exposed to fluctuations in temperature while in and around Nisqually Indian Tribe. You may be exposed to all types of weather to include but not limited to summer heat, winter cold, humidity, rain, snow, wind, and any other weather conditions experienced at the property. May be exposed to normal conditions related to the position i.e., noise from vehicles, machines, tools, customers, employees, dust, pollen, odors, wildlife etc. PHYSICAL DEMANDS While performing the duties of this position, the employee is frequently required to stand; walk; use hands to finger; handle; feel; or grip objects, stretch and/or reach with hands and arms; stoop; crouch or work in cramped or awkward positions; repetitive motions; operate hand tools (may include operating heavy machinery), office machinery and motor vehicles. This person may regularly lift and/or move up to 55+ pounds.
