The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.The position is 100% on-site.This role as Program Manager 1 will assist the Program Manager in managing all phases of an existing ground antenna program. The DPM is a key member of the Program Management Office, which is responsible for the cost, schedule, and technical execution of the program throughout these phases.Program Managers are responsible for assisting in the leadership/support of all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:Supports the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contractSupports development of milestones and monitors adherence to master plans and schedulesIdentifies program problems and obtains solutions, such as allocation of resources or changing contractual specificationsSupports direction of the work of employees assigned to the program from technical, manufacturing, and administrative areasCultivating customer relationships and intimacy to develop further opportunities within the customer communityEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsAssisting the Program Manager in leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to executive management and other program stakeholdersProviding input to the Program Manager regarding the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsWorking with the Program Manager on creation, review, and finalization of the program Statement of WorkOverseeing identification, distribution, tracking, and completion of program requirementsWorking with the Program Manager and Business Management team on establishment and management of the program and subordinate baselinesWorking with the Program Manager and Business Management team on development and adherence to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and toolsIdentifying, allocating, and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Ensuring program adherence to all internal processes, policies, and applicable industry standardsEnsuring program team understands and adheres to contract scope, and manages change through control board activities Development and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realizationBasic Qualifications:Bachelor’s Degree and 5 years, or Master’s and 3 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries2 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager2 years of demonstrated success leading teams/and or organizations to achieve a common goalAbility to travel up to 10% of the timeActive Secret Clearance at time of applicationUS Citizenship is requiredPreferred Qualifications:5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager5 years of demonstrated success leading teams/and or organizations to achieve a common goalPrimary Level Salary Range: $133,000.00 - $199,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
