Position Summary

TruFund is seeking a senior executive to lead the strategy, growth, and performance of Empowerment Reinvestment Fund's New Markets Tax Credit platform. Reporting to the Executive Vice President and Chief Operating Officer, the SVP, Director of New Markets Tax Credit will lead the existing NMTC business while developing new capital programs and investment platforms. This leader will combine deep NMTC knowledge with demonstrated expertise in capital formation, complex deal structuring, underwriting and credit analysis, investor and leverage lender relationships, and enterprise platform development.

Compensation and Benefits

Estimated salary: $190,000 to $210,000, depending on experience in NMTC, capital formation, underwriting, structured finance, and executive leadership. The role is also eligible for a performance bonus ranging from 15% to 20% of salary and a full benefits package that includes health, life, dental, and disability insurance; sick leave; three weeks of vacation; three personal days; and 12 paid holidays per year.

Role Scope

The SVP is accountable for the full NMTC platform and its long-term expansion. The role sets strategy, secures and deploys capital, establishes disciplined credit and governance practices, and develops relationships that support a durable pipeline of high-impact investments. A central mandate is to build a leverage lending platform from inception and bring it from concept through launch, including its market strategy, products, credit parameters, operating model, capital plan, risk controls, staffing, partner network, and pipeline.

Key Responsibilities

Enterprise Strategy and Platform Development

•  Set strategic direction: Develop and execute the multi-year strategy, annual operating plan, budget, growth priorities, and performance measures for the NMTC platform.

•  Build the leverage lending platform: Create the platform from inception, including product design, target markets, borrower and transaction criteria, credit policies, underwriting standards, governance, operating procedures, staffing model, technology requirements, partner strategy, economics, and launch plan.

•  Develop new capital programs: Identify market needs and build complementary lending, investment, and capital programs that extend TruFund's impact and create sustainable revenue.

•  Lead allocation strategy: Direct the preparation of competitive NMTC allocation applications, determine deployment strategy, and position the CDE for future awards.

•  Advise executive leadership: Provide clear recommendations on capital deployment, risk appetite, portfolio performance, market opportunities, and resource requirements.

Capital Formation and External Relationships

•  Lead capital formation: Develop and execute strategies to raise investor equity, leverage debt, and other forms of capital needed to support NMTC transactions and new investment platforms.

•  Manage investor and lender relationships: Build and maintain senior relationships with tax credit investors, leverage lenders, financial institutions, foundations, public-sector partners, and other capital providers.

•  Negotiate commercial terms: Lead term sheet development and negotiation of pricing, fees, credit terms, collateral, intercreditor arrangements, and other material transaction economics.

•  Represent TruFund externally: Serve as a senior representative with the CDFI Fund, NMTC Coalition, industry partners, legal counsel, consultants, and community stakeholders.

Deal Origination Underwriting and Structuring

•  Build and manage the pipeline: Source high-impact projects and lending opportunities, establish disciplined screening criteria, and maintain a diversified, deployment-ready pipeline aligned with TruFund's mission and allocation strategy.

•  Lead underwriting and credit analysis: Oversee borrower, sponsor, project, collateral, cash flow, repayment, and sensitivity analysis; ensure credit memoranda and financial models support sound decisions.

•  Structure complex transactions: Design and approve multi-tiered NMTC and leverage lending structures in partnership with borrowers, investors, leverage lenders, counsel, consultants, and internal stakeholders.

•  Exercise transaction oversight: Chair or participate in credit and investment decisions, resolve material diligence issues, and provide final business approval for transaction structure and closing readiness.

Program Governance Risk and Compliance

•  Maintain program integrity: Ensure the platform operates in accordance with IRC Section 45D, CDFI Fund guidance, allocation agreements, organizational policies, and investor and lender requirements.

•  Oversee portfolio and allocation performance: Monitor allocation deployment, Qualified Equity Investments, sub-CDE activity, concentration, credit quality, impact performance, and emerging risks.

•  Strengthen governance: Partner with Corporate Compliance and the VP, Director of Asset Management and Compliance to support governing and advisory boards, reporting obligations, and corrective action plans.

•  Oversee regulatory reporting: Maintain executive accountability for timely and accurate AMIS submissions, including Transaction Level Reports and Institution Level Reports, and for other required investor, lender, and impact reporting.

Team and Organizational Leadership

•  Build the team: Design the organization needed to support the existing NMTC platform and new capital programs; recruit, develop, and retain high-performing professionals and specialized consultants.

•  Create operating discipline: Establish clear decision rights, service standards, controls, management reporting, and cross-functional workflows spanning origination, underwriting, closing, asset management, compliance, finance, and legal.

•  Develop talent: Set goals, coach leaders and team members, evaluate performance, and build succession and professional development plans.

Qualifications and Experience

•  At least 12 years of progressively responsible experience in community development finance, structured finance, commercial or corporate banking, tax credit investing, or a related field, including substantial senior leadership responsibility.

•  Demonstrated success building a leverage lending platform or comparable credit or investment platform from inception through launch and scale. This is a core requirement.

•  Proven experience raising and structuring capital and managing relationships with investors, leverage lenders, banks, foundations, government partners, or other institutional capital providers.

•  Advanced experience leading complex deal structuring, underwriting, credit analysis, financial modeling, and approval of material transactions.

•  Strong direct knowledge of NMTC transactions, Community Development Entities, IRC Section 45D, CDFI Fund guidance, allocation applications, Qualified Equity Investments, sub-CDE structures, and AMIS reporting.

•  Track record of leading multidisciplinary teams and coordinating legal counsel, consultants, capital partners, borrowers, and internal functions through high-stakes transactions.

•  Bachelor's degree in finance, accounting, economics, business administration, public policy, or a related field, or an equivalent combination of education and directly relevant experience. An advanced degree is preferred.

•  Executive-level communication, negotiation, judgment, and board presentation skills, with the ability to balance mission, growth, credit quality, compliance, and financial sustainability.
