Develop, solicit, negotiate, and award contracts through the Bid process and the Request for Proposal process, and prepare related documents and analyses. Prepare and negotiate supplementary agreements such as modifications/task orders/change orders covering changes to scopes of work, pricing and/or fee schedules, and contract closeout. Collect, analyze, and report data. Formulate bid submission requirements, bid evaluations, and review vendor qualifications. Conduct market surveys and qualification hearings. Purchase goods and services using Informal quotes. Prepare cost and price analyses of proposals; formulate negotiation positions; negotiate price for various procurement actions and prepare communications and written narratives summarizing negotiations and their results. Education and Experience Associate Staff Analyst A master’s degree from an accredited college or university in relevant fields and one year of satisfactory full-time professional experience; or A baccalaureate degree from an accredited college or university and three years of satisfactory full-time professional experience; or An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience; or A four-year high school diploma or its educational equivalent and seven years of satisfactory full-time professional experience; or A combination of education and/or experience equivalent to the above. Staff Analyst I & Staff Analyst II A master’s degree from an accredited college or university in relevant fields; or A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience; or An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience; or A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience; or A combination of education and/or experience equivalent to the above. Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described above.
