FlyUSA is a growing FAA Part 145 certificated repair station specializing in business aviation maintenance, inspection, and airworthiness services. Operating from our Pembroke Pines, Florida facility, we support a diverse fleet of corporate and private aircraft with an unwavering commitment to safety, regulatory compliance, and operational excellence. As we expand our capabilities, we are seeking an experienced Quality Control Manager / Chief Inspector to lead our quality assurance department and serve as a cornerstone of our airworthiness program.
Position Overview:The Quality Control Manager / Chief Inspector is a senior leadership role responsible for establishing, managing, and continuously improving FlyUSA's Quality Assurance program in full conformance with 14 CFR Part 145. This individual will serve as the primary authority on all inspection activities, return-to-service decisions, and quality system oversight. The Chief Inspector is the final line of defense for airworthiness and will ensure that all maintenance, repairs, alterations, and inspections are performed to FAA-approved standards.
This position requires a deep technical foundation in aircraft maintenance, a thorough command of FAA regulatory requirements, and the leadership ability to build and sustain a culture of quality throughout the organization. Responsibilities:
Quality System Leadership
- Develop, implement, and maintain the Repair Station Quality Manual (RSQM) and all associated Quality Assurance procedures in accordance with 14 CFR Part 145
- Serve as the primary point of contact for FAA FSDO oversight, audits, and certificate management activities
- Administer and continuously improve the Repair Station's inspection system, including acceptance testing, in-process inspection, and final inspection procedures
- Maintain and update the Repair Station Operations Specifications (Op Specs) in coordination with the Accountable Manager and FAA
- Manage the Repair Station's Capability List (RSCL) and ensure all work performed is within authorized scope
- Exercise Return-to-Service (RTS) authority on all aircraft, engines, propellers, appliances, and components maintained under the Part 145 certificate
- Perform and oversee required inspections including Airworthiness Directives (AD) compliance verification, conformity inspections, and progressive/annual/100-hour inspections
- Review and approve maintenance releases, 8130-3 airworthiness approval tags, and all maintenance documentation prior to release
- Ensure proper record-keeping and logbook entries in compliance
- Monitor and ensure compliance with all applicable FAA regulations
- Track and manage Airworthiness Directive (AD) and Service Bulletin (SB) applicability, compliance status, and documentation
- Conduct internal quality audits and supplier/vendor audits; lead corrective action and root cause analysis processes
- Maintain currency with FAA regulatory changes, Advisory Circulars (ACs), and airworthiness directives affecting operational scope
- Interface with EASA, Transport Canada, and international authorities as required for foreign operator aircraft
- Recruit, supervise, and evaluate qualified inspection personnel; establish inspector qualification and authorization records
- Develop and administer the Training Program in accordance with 14 CFR 145.163, including initial and recurrent training requirements
- Authorize inspection personnel in accordance with Part 145 requirements; maintain authorization records and currency
- Foster a safety-first organizational culture through proactive safety reporting, SMS participation, and mentorship
- Oversee the accuracy, completeness, and retention of all maintenance records per 14 CFR 145.219 requirements
- Ensure proper use and control of current approved technical data (AMMs, CMMs, IPC, SRMs) from OEM and FAA-approved sources
- Manage calibrated tool and equipment records, maintaining currency of all measuring and test equipment (M&TE) per calibration program
- Support and coordinate work order documentation, discrepancy tracking, and parts traceability systems
Required:
- FAA Airframe & Powerplant (A&P) Mechanic Certificate
- Minimum 8 years of progressive aircraft maintenance experience, with at least 3 years in a quality assurance or inspection leadership role within an FAA Part 145 Repair Station
- Demonstrated experience interpreting and applying FAA Advisory Circulars, Orders, and airworthiness directives
- Proven experience performing or overseeing return-to-service approvals and maintenance releases
- Proficiency with approved technical data including OEM Aircraft Maintenance Manuals (AMMs), Component Maintenance Manuals (CMMs), Illustrated Parts Catalogs (IPCs), and Structural Repair Manuals (SRMs)
- Strong written and verbal communication skills; ability to produce regulatory-compliant documentation
- Experience managing FAA FSDO relationships and preparation for FSDO surveillance activities
- Experience with business aviation or corporate aircraft fleets (e.g., Dassault Falcon, Bombardier, Gulfstream, Cessna Citation, Beechcraft)
- Familiarity with EASA Part 145 regulations and dual-certification environments
- Experience developing or overhauling Repair Station Quality Manuals (RSQM) from initial certification or amendment
- Familiarity with Safety Management Systems (SMS) principles and implementation
- Proficiency with aviation maintenance software platforms and digital work order / records systems
- Prior experience as an Accountable Manager, Director of Maintenance, or Chief Inspector at a certificated repair station.
