Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Immediate Office of Executive Assistant Commissioner, Acquisition Portfolio Management Directorate, located in Indianapolis, IN or Washington DC. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Duties In this position you will provide day‑to‑day program management support, assisting in setting priorities and integrating the efforts of multidisciplinary teams, contractors, and stakeholders. The APA serves as a key point of contact for internal and external inquiries, supporting policy compliance and providing technical advice to senior staff. The incumbent also assists in contract administration and program integration, supporting contractor management and ensuring alignment of technical and program requirements. You will contribute to ensure acquisitions are successfully planned, programmed, budgeted, analyzed, and executed in accordance with applicable regulations and guidelines. This position starts at a salary of $121,785.00 (GS‑13, Step 1) to $158,322.00 (GS‑13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Developing and refining comprehensive acquisition strategies, plans, and metrics for programs with lifecycle values up to $300 million, ensuring alignment with agency goals and objectives from concept through operations. Managing day‑to‑day program execution support by applying expert knowledge of acquisition management concepts, IT systems engineering lifecycles, and risk management processes to track milestones, monitor performance, and analyze critical program issues. Engaging with a wide range of internal and external stakeholders, including senior leadership, oversight organizations, and multidisciplinary teams, to gather information, represent program interests, and ensure compliance with acquisition policies and procedures. Administering and overseeing contracts by supporting contractor management, reviewing technical evaluations, analyzing performance metrics, and serving as a certified Contracting Officer Representative (COR) for assigned acquisition programs. Providing technical advice, guidance, and mentorship to junior acquisition staff and program analysts, fostering professional development and ensuring the integration of IT requirements into program strategies for successful outcomes. Qualifications Specialized Experience Assisting in developing acquisition strategies and plans for complex programs, identifying issues, and proposing solutions. Supporting program management activities, tracking milestones, monitoring performance, and analyzing schedule, budget, and risk data. Coordinating stakeholder engagement, preparing management responses, and ensuring compliance with acquisition policies. Participating in contract administration, monitoring contractor performance, and assisting with contract documentation and evaluations. Providing technical guidance and analytical support to senior staff on acquisition planning and program integration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/22/2026.
