In this role, the manager oversees and guides clinical practices, ensuring that EI services align with state standards, professional requirements, and best practices. The position leads and coordinates cross‑system and cross‑unit quality initiatives to enhance program performance, service consistency, and overall outcomes for children and families. Primary clinical advisor for the EI program. Full‑line supervisor. Coordinates cross‑system and cross‑unit quality initiatives for the EI program. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Four (4) years of college with coursework in public administration, social work, human services, or a related field. Four (4) years of progressively responsible administrative experience in early childhood, health care, disability services, program administration, or a related role in a public or business organization. Professional licensure or credential in a clinical field relevant to the Individuals with Disabilities Education Act (IDEA) Part C Early Intervention program, such as audiology or aural rehabilitation, developmental therapy, nursing, nutrition, occupational therapy, physical therapy, psychology or counseling services, service coordination, social work, speech‑language pathology, or vision. Preferred Qualifications Four (4) years of professional experience applying clinical expertise to policy, eligibility, or programmatic decision‑making. Three (3) years of professional experience working with the Individuals with Disabilities Education Act (IDEA) Part C. Three (3) years of professional experience with quality management, continuous quality improvement (CQI), or performance monitoring in a large public or private organization. Two (2) years of professional experience analyzing program data, reports, or monitoring findings to identify system challenges and improvement opportunities. Two (2) years of professional experience supervising staff or leading multidisciplinary teams. Master’s degree or higher in a clinical discipline (e.g., nursing, speech‑language pathology, occupational therapy, physical therapy, developmental therapy, developmental psychology, social work, human services, special education, or a related field) or social work, human services, special education, or a closely related field. Conditions of Employment Ability to successfully pass an agency criminal history check through the Illinois State Police. Ability to use and maintain state‑issued equipment, such as a cell phone, laptop, etc. Ability to travel in the performance of duties, with overnight stays as appropriate. Overtime is a condition of employment; you may be requested or required to work overtime, including scheduled, unscheduled, or last‑minute overtime. This may require the ability to work evenings and weekends. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5‑45 apply to this position. As a result, the employee should be aware that if offered non‑State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non‑State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. This position has been found to meet the requirements in section 4A‑101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. Term Appointment Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four‑year terms at the discretion of the Director of the Department of Human Services. Work Hours Monday – Friday 8:30 am – 5:00 pm Location Effective July 1 , 2026, when this position transitions to the Illinois Department of Early Childhood Agency, this position will be located at 115 S Lasalle St, Chicago, Illinois, 60603.
