Water Resources Project Manager

Job Overview Position: Water Resources Project Manager (Project Leadership for Water, Sewer, and Stormwater Services) Location: Aurora, Colorado – 15151 E Alameda Pkwy, Suite 3500, Aurora, CO 80012 Salary: $104,704 - $130,880 annually (based on experience) Application Deadline: July 22, 2026. Primary Responsibilities Lead project management activities for water resources planning, permitting, and technical analysis, including water supply, water rights, watershed protection, and storage facilities. Plan, design, and manage construction, budget, and schedule for each project to meet scope, quality, and schedule objectives. Coordinate with consulting engineers, contractors, and other agencies to interpret design codes, specifications, and city requirements. Evaluate proposals, interview consultants, and negotiate contracts and scopes of work. Provide project updates to citizens, departments, management, and City Council. Develop and oversee technical studies, water resource analyses, and engineering research related to new supply, storage, watershed, and infrastructure projects. Lead land‑management projects and coordinate stakeholder and agency interactions. Oversee NEPA and 1041 permitting work and ensure compliance with federal, state, and local regulations. Support purchasing and contracts activities, including RFP issuance and selection of consultants. Perform related duties as assigned. Minimum Qualifications Bachelor’s degree in water resources, hydrology, civil engineering, environmental science, geology, or a closely related field. At least six (6) years of progressively responsible professional experience in water resources, water rights, hydrology, engineering, water policy, watershed management, or project management. Valid Colorado driver’s license. Excellent knowledge of water resources principles, planning, design, construction, and regulation. Strong skills in negotiation, project management, stakeholder engagement, and communication. Preferred Qualifications At least eight (8) years of water resources project management experience. Professional Engineer (PE) license or Project Management Professional (PMP) certification. Experience with NEPA, 1041 permitting, and environmental review processes. Licenses & Certifications Required Colorado driver’s license (or equivalent transportation capability). Professional Engineer (PE) license and/or Project Management Professional (PMP) certification preferred. Working Conditions Primarily office‑based with occasional off‑site visits to noisy, dusty, or wet locations. Physical demand: light lifting (≤20lb), occasional carrying, walking, standing, bending, and stooping. Possible exposure to chemicals, odors, fumes, and varying weather. Use of standard office equipment, including computer, email, and office software. May require use of personal equipment such as vehicle or cell phone.
